This restructuring, which was approved in March 2020, allowed for the financing of Valued Added Tax (VAT) with loan proceeds and responded to the GoE’s need to optimize the use of financial resources in a context of increased fiscal constraints and to avoid further implementation delays due to the lack of liquidity to finance the VAT. Upon approval of this second restructuring, the World Bank received a new request from the Ministry of Economy and Finance (MEF) to process a third restructuring in that same month. The new request asked for another partial loan cancellation, this time in the amount of US$12.7 million, to factor in the effects of the COVID-19 pandemic and mitigate its effects on the outcomes of the Project to date. The request also included: (i) 9/29/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Supporting Education Reform in Targeted Circuits (P152096) changes in implementation arrangements; (ii) a one-year extension of the loan closing date; (iii) modifications to the Results Framework via changes to the Project’s indicators – both at the level of the Project Development Objective (PDO) and at the intermediate results; (iv) adjustments to the Project’s implementation timeline; and (v) adjustments to safeguards. The restructuring was approved in August 2020 and an amendment to the Loan Agreement was signed on September 2, 2020. The main changes to the Project as a result of this latest restructuring were the following: Component 1: Improving school services in targeted circuits  Subcomponent 1.1: Infrastructure, Equipment and Furniture for Schools Hubs. There were two major cuts in infrastructure due to the restructuring: (i) the Project will only finance the design study of the Education Unit (UE) Anexa Milagro (and no longer the infrastructure as originally planned), and (ii) the Project will no longer finance the remaining costs to complete the civil works for the Millennium School (UEM) Nueva Mocache. The GoE will finance the remaining costs to complete this civil work. The total cost of the UEM Nueva Mocache is US$5.7 million, from which US$2.6 million have been financed under Project’s funds. Civil works were reduced from 16 to 15 (that is, 6 new schools and 9 rehabilitations). In line with this change, a safeguards response plan was agreed with the GoE to address the reduction in the number of interventions. The plan includes the GoE's commitment to publish the action plan to mitigate the social impact resulting from the elimination of civil works. Finally, in August 2020 the GoE enacted the Executive Decree 1135, informing that the Works Contracting Services (SECOB) would transfer all the civil works under the Project to the Ministry of Education (MINEDUC), which has now formally become the only implementing agency carrying out pending civil works under the Project.  Subcomponent 1.4: Services for Students with disabilities and Special Education. In order to include activities to respond to the COVID-19 emergency, the GoE requested a reallocation of US$1 million from Component 2 to Subcomponent 1.4. The resources will fund the development and broadcasting of educational content for television and radio (TeleEducación). Component 2: Strengthening Planning, Management and Evaluation Capacity  The reallocation of US$1 million to respond to the COVID-19 crisis came from component 2. Specifically, from (i) reallocating US$ 0.48 million from subcomponent 2.1 (Management and information systems) and (ii) reallocating US$ 0.52 million from subcomponent 2.2 (Management Monitoring and Specific Studies/Impact Evaluation).  The US$ 0.48 million from subcomponent 2.1 will be reallocated from the school supply management module, as this module will be developed in-house, and the resources needed for its development were thus reduced. The US$ 0.52 million from subcomponent 2.2 will be reassigned from the resources originally allocated to conduct (i) the baseline for the impact evaluation of teacher training on literacy; (ii) the qualitative evaluation of training provided to Technological Baccalaureate’s teachers; and (iii) the impact evaluation of CEL (Online Educational Community, Comunidad Educativa en Línea).
