Progress achievements are related to the effectiveness of the Additional Financing reached by October 2012, allowing further progress in Component 2 for enhancing supply options for power generation. The national electricity utility, Liberia Electricity Corporation (LEC), is currently conducting the evaluation of the bids received on April 4, 2013 for the design, supply and installation contract to procure a 10MW dual-fuel power plant. A parallel procurement is taking place for the rehabilitation of the fuel tanks at the LEC facilities in Bushrod. This work is critical to allow storage of fuel in larger quantities so the generation units can operate continually. This is the second bidding process in which LEC has not received any responsive bid and LEC is exploring the option of adjusting the scope of work to secure a contract and to accommodate the additional needs of fuel storage given the materialization of new power plants coming on line in 2015. Regarding the implementation of the AFREA component, the Yandohun mini-hydro will be commissioned at the end of May 2013. The implementation of the GEF-funded “Lighting Lives in Liberia� activity is starting by the hiring of the Program Coordinator. The implementation of the GPOBA component is progressing well by initiating the independent verification process of the new connections.
