Despite initial delays in the disbursement of funds from the MoF to MOH, project implementation intensified since May 2016 when the advance payment of US$4,000,000 was transferred to the MOH. Since then, significant progress has been made to date. The PMU signed contracts with 54 clinics out of the 75 (72%) targeted clinics. In turn, clinics started conducting outreach activities among the different stakeholders and enrolling targeted beneficiaries. Capacity building and on-the-job training continues to be the focus of the PMU and has exceeded project target. Building the capacity of the PHCCs to ensure their readiness for implementation requires more time and effort due to the intensity and number of new systems that have to be introduced. This is especially the case with the installation and training on the new IT system, financial management and reporting mechanisms, enrollment, and outreach activities. System strengthening at the central level is also underway. This includes the development of M&E and reporting policies and procedures, IT system modules, communication strategy. The project is expected to meet its development objectives provided that implementation continues as planned.
