Has the Project Development Objective been changed since Board Approval of the Project Objective? No Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions The project’s implementation has progressed notably in the last six months despite significant initial delays and the recent interruption of implementation activities due to Government-initiated lockdown and social distancing measures applied in connection with the COVID-19 pandemic. Following training and capacity building to youth and Community Based Organizations (COBs) and a technical evaluation of competitive proposals submitted by CBOs for the implementation of youth empowerment activities, the Ministry of Youth (MoY) signed sub-grant agreements with sixteen CBOs, and the implementation of the approved activities will be carried out in collaboration with Ministry Youth Centers in Seven Jordanian Governorates. Out of a target of 200 persons, the first phase of sub-grants preparation was concluded with training provided to 117 CBOs and youth centers representatives (60 percent of which were females). The overall number of local NGOs and CBOs that benefited from capacity- building activities was 43, and MoY with support from the Lead NGO completed 38 out of 80 proposed capacity-building workshops. In order to complete all proposed project activities and meet the project objective of improving the quality of lives of vulnerable youth in Jordan, the project would need an extension beyond its current closing date of May 31, 2020. The World Bank has accordable received a formal request from the Government of Jordan, to extend the project for a period of eighteen months. The main extension objectives would be to enable the completion of the sixteen approved sub-grants and to launch and complete the second phase of sub-grants aiming at completing in total at least forty youth empowerment sub-grants, as envisaged. However, the procurement as well as implementation of these sub-grants was interrupted with the Government- initiated lockdown since March 2020. This is the main reason why actual is still indicated with a zero value. With Comments: the Public sector returning gradually to work, it is expected that implementation of these sub-grants would resume soon. In addition, the target would be met upon the completion of the second phase of sub-grants as well as additional youth empowerment and employability activities within the framework of a prospective project extension from May 31, 2020 to November 31, 2021.
