Amendment No. 4 to the Administration Agreement between the United States Agency for International Development and the International Bank for Reconstruction and Development and the International Development Association regarding the Global Facility for Disaster Reduction and Recovery Single- Donor Trust Fund for Mainstreaming Disaster Risk Management in Developing Countries (Trust Fund No. 072896; USAID Grant No. AID-OFDA-IO-17-00058) 1. Reference is made to the Administration Agreement between the United States Agency for International Development (the “Donor”) and the International Bank for Reconstruction and Development and the International Development Association (collectively, the “Bank”, and together with the Donor, the “Parties” and each a “Party”) regarding the Global Facility for Disaster Reduction and Recovery Single-Donor Trust Fund for Mainstreaming Disaster Risk Management in Developing Countries (Trust Fund No. 072896) (the “Trust Fund”) dated September 11, 2017, as amended (the “Administration Agreement”). 2. The Parties agree to amend the Administration Agreement as follows: a. Section B (Period of Grant) of Attachment 1 (Schedule) is amended to read as follows: “The effective date of this Grant is as of the date stated in the cover letter. The expiration date of this Grant is December 31, 2022.” b. The first paragraph of Section E (Reporting and Evaluation) of Attachment 1 (Schedule) is amended to read as follows: “Program Reporting: The Grantee shall submit copies of deliverables or the annual program report by June 30 of each year and the Grantee shall prepare and submit the final report required by this Grant to the Team Leader.” c. Section D, paragraph 1 of Attachment 2 (Program Description) is amended to read as follows: “1. The governance terms applicable to this Trust Fund are as follows, as supplemented by the provisions of paragraphs 2 and 3 below. a. The Trust Fund supports the achievement of the objectives of the GFDRR Multi-Donor Trust Fund for Supporting Disaster and Climate Resilience in Developing Countries (Trust Fund No. 073410) and is considered an associated trust fund of the GFDRR Multi-Donor Trust Fund for Supporting Disaster and Climate Resilience in Developing Countries (Trust Fund No. 073410) (an “Associated Trust Fund”). b. The Partnership Council, established under the Partnership Charter of the GFDRR as may be amended from time to time in accordance with its terms (the “Charter”), will have the following responsibilities with respect to the Trust Fund. i. provide strategic guidance and direction on the implementation of the GFDRR Multi-Donor Trust Fund for Supporting Disaster and Climate Resilience in Developing Countries and any Associated Trust Fund, including this Trust Fund; and ii. review progress reports provided by the Bank based on the results framework for the GFDRR Multi-Donor Trust Fund for Supporting Disaster and Climate Resilience in Developing Countries (Trust Fund No. 073410) and any Associated Trust Funds. c. The Donor to this Trust Fund will participate as a member of the Partnership Council. d. The Partnership Council is expected to meet annually, as convened by the Bank. Meetings may be conducted physically or virtually. The Bank may agree to hold ad hoc meetings of the Partnership Council at the request of a member. e. The Donor to this Trust Fund and the Bank will endorse work plans and budgets for this Trust Fund presented by the Bank during the Partnership Council meetings. Decisions will be made by consensus of the Bank and the Donor contributing to this Trust Fund. f. The Bank may, in consultation with the Partnership Council, invite other relevant stakeholders to attend meetings of the Partnership Council.” 3. All other terms of the Administration Agreement shall remain the same. 4. Each of the Parties represents, by confirming its agreement below, that it is authorized to enter into this Amendment and act in accordance with these terms and conditions. The Parties are requested to sign and date this Amendment, and upon possession by the Bank of this fully signed Amendment, this Amendment shall come into effect as of the date of the last signature.
