The reform will consolidate several social assistance programs, direct payments of social assistance to the poorest households, and will impose financial controls on the payments. Page 1 of 6 The World Bank Report No: ISR5121 The Government requested technical assistance for the reform from both the World Bank, during discussions of the Country Partnership Strategy, and from the European Union (EU). The World Bank and the EU signed a Memorandum of Understanding on June 11, 2010 on cooperation to support the Government#s reform. The World Bank team prepared a report, "Tajikistan: Delivering Social Assistance to the Poorest Households" (December 2010) that identified ways to improve the system. Public Disclosure Copy In parallel, the EU supported the Government#s pilot of poverty-targeting of social assistance in two districts. The pilot began in January 2011. The World Bank team is preparing an evaluation study that will draw on a survey in the pilot districts and that will propose ways to improve poverty-targeting. The survey will take place in December 2011. The World Bank team mobilized grants to help the Government build its capacity to reform social assistance throughout the country. These are the: ---USD 3.2 million IDA Grant for the Social Safety-net Strengthening Project, signed on July 13, 2011; and the ---USD 2.2 million Rapid Social Response (RSR) Trust Fund Grant for Poverty-targeting of Social Assistance, signed on July 15, 2011. The World Bank team visited Tajikistan from September 12 to October 6, 2011 to help the Government to bring the IDA and RSR Grants to Effectiveness and to begin to use these new sources of financing. During the visit, the World Bank team focused on helping the Government to achieve effectiveness of the grants. A World Bank grant is defined as #effective# when the Bank can make the first payment into the implementation agency#s bank account. There were three conditions for effectiveness of the IDA grant: (a) agreement on the Project Operations Manual, (b) issuance of a Legal Opinion, and (c) updating of the 1-C accounting software. Moreover, the team worked with officials of the Ministry of Labor and Social Protection and the Project Coordination Group to update plans for procurement. The Executive Office of the President appointed the Director for the IDA Grant and recruited four of the key staff of the Project Coordination Group --which will handle fiduciary aspects of the Project. The World Bank project team issued its No Objection to the revised Procurement Plans for the IDA and RSR Grants on October 25, 2011. The Ministry of Labor and Social Protection decided to hold a seminar in Dushanbe to explain and discuss the reform of social assistance.
