It will demonstrate to policy makers the effectiveness of a crafts-based cluster approach to poverty alleviation and to improve living conditions for weavers and embroiderers (especially women and girls) and their families in targeted communities in Punjab and Sindh. The project aims to assist an estimated 2,600 vulnerable artisan families/households, especially targeting women headed households, at the bottom of the pyramid to help them rebuild their lives, access sustainable livelihoods through establishing their own artisan institutions and consequently achieve a robust economic and social empowerment. With an average family size of 7 individuals in each household in the project areas, the project is expected to benefit an overall population of about 18,200 individuals. The project is working on a fast track basis and has achieved satisfactory progress. Some of the recent progresses under the project include: (i) the recruitment of key project staff and the finalization of job descriptions; and (ii) completion of project implementation guidelines. In addition, detailed plans for commissioning workshops, skill assessment and cluster formation activities in the identified clusters in Bhawalpur and Multan in Punjab province has been developed. The related activities are expected to start by mid November 2014. This is a primary, yet a critical step, in setting the stage for initiating other skill enhancement activities and developing artisan institutions. The team is already in the final steps of finalizing the ToR for the baseline study and it is expected that the agency for conducting the baseline will be hired by end December 2014. Furthermore, in order to strengthen Fiduciary capacities of the project staff, the Bank has conducted workshops on Bank procedures regarding, FM and Procurement. Initially, due to non-familiarity with certain Bank procedures, there were some delays in developing operating guidelines and FM manuals, however the regular guidance and capacity building support provided by the Bank team has been very useful to resolve those issues, and thus the implementation plan is complete and seems to be largely streamlined. The project has signed an MoU with Pakistan Poverty Alleviation Fund (PPAF). The project is working in close coordination with PPAF and is receiving key support form the team. With support from PPAF, IHT is currently working on developing a partnership with National Rural Support Program for ground level support in the identified project areas in Punjab. An MoU with NRSP will soon be finalized. The project team will soon be commencing its design skill assessment and also initiate cluster formation activites in identified areas in Bhawalapur and Multan. A full-fledged implementation support mission for this project is being planned for November 2014 to agree on concrete steps and key action items to take the project forward. During the mission the Bank team will work with the project to prioritize project interventions so that the activities take place sequentially and within the agreed time line. The proposed mission will also hold detailed meetings with key partners to ensure that the project implementation is satisfactory.
