Overall Implementation Status: The project has successfully responded to the COVID-induced college closures and lockdowns to accelerate the implementation. The overall project implementation progress is satisfactory as the project sustains good progress across the components. Pandemic response measures taken by the project include the introduction of online teacher training programs, online consultations and workshops for the development of the Strategic Plan, and online capacity building and grant supervision of colleges. Key progress over the past six months include (a) a draft Strategic Plan is being prepared based on six completed background studies; (b) Institutional Development Grant (IDG) implementation accelerated through central procurement and intensive college-level support at 120 colleges; (c) nearly 880 teachers and managers have been trained under TC partnership and NU’s subject-based training, using both face-to-face and online delivery modes. Key overall challenges discussed are (a) further acceleration and quality assurance of teacher training programs in hybrid mode; 11/10/2021 Page 1 of 8 The World Bank Implementation Status & Results Report College Education Development Project (P154577) (b) implementation of the Strategic Plan for the College Subsector; and (c) enactment of Non-government Teacher Selection Commission (NTSC) Act. The following key activities need to be expedited to further improve the implementation progress: (a) online/hybrid teacher training for Future Leader and Teacher cohorts and NU’s subject-based training; and (b) college-level IDG implementation. Disbursement: The total project cost is US$130 million (IDA: US$100 million, and GoB: US$30 million). The IDA credit consists of the DLI amount of US$90 million and Investment Project Financing (IPF) of US$10 million. The actual disbursement from IDA Credit as of October 20, 2021, is US$43.1 million, including US$40 million from DLIs and US$3.1 million from the IPF. Achievements of Disbursement-Linked Indicators (DLIs): In FY22, the project is expected to achieve Disbursement Linked Results (DLRs) worth a total of around US$20 million. DLRs with a total value of US$7 million have been achieved and will be claimed by November 30, 2021. College Re-opening: All colleges were closed for 1.5 years from March 17, 2020, to October 20, 2021 and resumed classes on October 21, 2021. They intensively engaged in catching up with academic activities, which may have some impacts on the project activities. The project continues to operate in online/hybrid modalities to manage the COVID-19 related risks.
