Amendment to the Grant Agreement, Additional Financing and Cooperation Agreement
Dear Sirs: 
 
We refer to the agreement (“Grant Agreement”) dated October 20, 2006, entered into 
among the International Bank for Reconstruction and Development (the “World Bank”) acting as 
administrator of grant funds provided by Japan under the Japan Social Development Fund (JSDF), 
the 
Corporación Colegio del Cuerpo 
(the “Recipient”) for the benefit of the Republic of  
Colombia (the “Beneficiary”), with the participation of the Beneficiary's 
Agencia Presidencial 
para la Acci6n Social y la Cooperaci6n Internacional (Acci6n Social)
 (in fulfillment of its role 
set forth in the Beneficiary's Presidential Decree No. 2467, dated July 19, 2005), as amended, for 
the JSDF Grant No. TF057249 (Introducing innovative arts-based education to displaced and 
violence-affected communities Project). 
 
We also refer to: (a) the letter from 
Colegio del Cuerpo
 dated September 17, 2009 
requesting additional financing for the implementation of the Project;  (b) the endorsement of the 
JSDF Secretariat, dated March 22, 2010 for the requested additional financing in the amount of 
$135, 381.00; and (c) the understanding reached between the Recipient and the 
Secretaria de 
Educación de Cartagena de Indias (“

 Secretaria”) 
to amend, by July 15, 2010, the 
Cooperation Agreement dated February 15, 2006, exclusively for th
e
Secretaría
 to provide an 
additional contribution of COL$ 93.297.000 to finance the activities under Part C of the Project.

am pleased to inform you, that after due consideration, the World Bank has agreed to the 
request, and on the basis of the above-mentioned endorsement of the JSDF Secretariat, the Grant 
Agreement is hereby amended as follows: 
 
(1) 
The Grant amount in the first paragraph of the Grant Agreement is hereby 
substituted to read “an amount not to exceed one million eighty five thousand three 
hundred and eighty one United States Dollars (US$ 1,085,381) (“Grant”)”. 
 
(2) 
Section 3.03 of the Annex is hereby amended to read in its entirety as follows: 
 
“3.03. 
Withdrawal Period.
 
The Closing Date referred to in Section 3.06 (c) of 
the Standard Conditions is June 30, 2011” 
 
I
am also pleased to inform you that the World Bank has agreed to the proposed amendment 
to the Cooperation Agreement referred to in Section 2.02 (b) of the Annex to the Grant Agreement, 
whereby the 
Secretaría de Educación
 shall provide to the Recipient an amount equivalent to ninety 
three million two hundred and ninety seven thousand and Colombian Pesos (COL$ 93,297,000) to 
assist in the financing of the Project activities in  two  installments as follows:  sixty five million 
Colombia pesos (COL$ $65,000,000)  on July 26, 2010,  and twenty eight million two hundred and 
ninety seven thousand Colombia Pesos (COL$28,297,000) on October 29, 2010.  The World Bank 
concurrence to this amendment is predicated on the understanding that all other terms and conditions 
of the Cooperation Agreement, as approved by the World Bank, shall remain in full force and effect. 
 
All the provisions of the Grant Agreement as hereby amended shall remain in full force 
and effect. 
 
Please confirm your agreement with the foregoing amendment by signing and dating this 
letter in the spaces provided below.  This amendment letter shall be executed in two counterparts, 
each of which shall be an original.  The provisions of this Amendment will become effective as of 
the date of countersignature, upon receipt by the World Bank of one fully executed original of 
this Amendment Letter.
