Preface 1.1 Project background With rapid development of national economy in recent years in Fuzhou City, traffic volume increased greatly, while the construction of urban road net is relatively delayed, causing unbalance between supply and demand in traffic. Since it is difficult for the existing urban road net to take on the great traffic pressure, it is necessary to construct another road to mitigate through traffic and in-and-out traffic. The over loading operation on the urban main trunk roads frequently blocking normal traffic has become one of the important factors restricting further economic development. The construction of the World Bank Financed South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge (hereafter "two Roads & One Bridge") that will surely mitigate traffic pressure in the heart block of the city, is the necessity to expedite the city's economic and traffic development. The construction of the two Roads & One Bridge will play an important role in solving Fuzhou traffic issue, improving urban environmental air quality and raising the living standard of the Fuzhou residents. The project will surely expedite Fuzhou's social, economic and environmental development in a harmonious and sustainable ways. The project environmental impact assessment shows that adverse environmental impact will be caused in local areas during construction and operation periods, however, the project will have great positive benefit in the control of environmental air quality and air pollution, especially in populous heart blocks of the city. As part of environmental impact assessment documents, this project Environmental Management Plan is an important document required by the World Bank. The purpose of this Environmental Management Plan is to ensure implementation of environment mitigation measures put forward in the environmental impact assessment, as it is our responsibility to implement all necessary environment mitigation measures for the project to seek environment protection and reasonable benefit. 1.2 Purpose, action program and requirement of the Environmental Management Plan 1.2.1 Purpose In accordance with this project environmental impact assessment, traffic noise and motor vehicle tail gas are major environment pollution, and in the next place, the road construction will cause change in land utilization and separation of community. This project Environmental Management Plan will specify environment mitigation measures, environment management, environment supervision and environment monitoring. All of these will be the guiding documents in implementing these activities. This project Environmental Management Plan will have the following effects: It clarifies the environment mitigation measures for the affected objects. The project construction owner, environment qualification unit and design unit performed careful site check and confirmation of the affected objects, and raised effective environment mitigation measures and incorporated them into engineering design. It provides a guiding document for environment protection. This Environmental Management Plan, after reviewed by the World Bank, will be issued to construction supervision unit, environment supervision unit and other relevant units working in construction and operation periods as environment protection document. It clarifies responsibilities and roles of the relevant units. It clarifies the responsibilities and roles of the relevant functional departments and management organizations, and identifies communication channel and communication ways between departments. It identifies environment-monitoring plan for construction and operation period. In order to ensure effective implementation of environment mitigation measures and disposition in a timely manner of unexpected or gusty environment issue, this project Environmental Management Plan identifies environment-monitoring plan for construction and operation periods 1.2.2 Action Program and Requirement In order to minimize the environmental impact created from this project, a total objective of environment management of this project is established with joint efforts of World Bank officials, intemational consultation specialists, and environment qualification unit and project construction owner. That is to keep a sustainable development of social economy and environment in Fuzhou City, improve environment quality, mitigate or compensate negative impact to the community and environment due to project construction to minimal level. The specific action and requirement are as follows: Action: To raise and implement Environmental Management Plan and environment monitoring plan; To raise and implement motor vehicle tail gas control strategy in order to mitigate impact to the environment air. Requirement: To inspect monitoring result of monitoring factors listed in environment monitoring plan for construction and operation periods. To implement all of the environment mitigation measures provided in the environmental impact assessment in accordance with specified procedures. Preparation bases and implementation standards This Environmental Management Plan is prepared in accordance with the environmental impact assessment result. Diagram 1.1-1 shows the correlations between them. Fuzhou City Urban Traffic Construction Management Leading Group: As the topmost decision and leading organization for Fuzhou urban traffic project, it will make decisions in the whole process of the project construction, such as make decisions of project content, finance utilization, project strategy objective and etc. it also is responsible for establishing relevant policy related to the project, selection of project scheme, construction scale, communication and coordination with relevant organizations. Fuzhou Planning Commission World Bank Office: Under the leadership of the World Bank Financed Fuzhou City Urban Traffic Project Leading Group, it will be responsible for implementing the policy and objective established by the World Bank Financed Fuzhou City Urban Traffic Project Leading Group and conduct daily management of the project construction. Fuzhou Construction Bureau (Fuzhou City Municipal Construction and Development Corporation): It will manage environment protection in the road facility operation period, provide cooperation to Fuzhou Environmental Protection Bureau, Fuzhou City Traffic Policeman Detachment and etc. and response and efficiently treat with any traffic accident that may cause environment pollution (such as hazardous chemicals leakage). The Municipal Construction and Development Corporation will assign 2 persons as dedicated environment protection coordinator, one with senior engineering title and the other with middle level engineering title. Their salaries shall be paid by the project construction owner. The environment protection coordinators will be responsible for the project environment management in design and construction periods. The environment management responsibilities of Fuzhou Municipal Construction and Development Corporation are as follows: To ensure that the environment mitigation measures provided in the environmental impact statement are incorporated into engineering design. To ensure that the construction units perform construction according to environment 8 mitigation measures in engineering design. To receive and reply complaints from the residents and organizations in the scope affected by the project To modify, adjust or add environment mitigation measures in accordance with the complaints from the residents and organizations in the scope affected by the project. Fuzhou Environment Monitoring Station, equipped with many international leveled monitoring and analysis equipment, can perform monitoring of urban environment atmosphere quality, aquatic environment, acoustic environment quality, soil quality, vegetation status and ecologic environment. Its major responsibilities are as follows: Environment monitoring for this project during construction and operation periods; Conventional monitoring of urban atmosphere quality, acoustic environment and vibration environment used for assessment of environment benefit of this project; Monitoring of motor vehicle tail gas and implementation of I/M Plan through Cooperation with Fuzhou Traffic Policeman Detachment; Monitoring of unexpected pollution accident occurred within this project scope, determining pollution type and scope and raising corresponding mitigation measures. 2. Project description 2.1 Project name, nature and location The World Bank financed Fuzhou urban road construction project includes Fuzhou South Jiangbin Road Project (new constructed and modified project), Fuzhou 3rd Ring Road (Phase II) Project (new constructed project) and Fuzhou Kuiqi Bridge Project (new constructed project). The total investment for South Jiangbin Road isY285,51 million. The project construction funds consist of partial financial funds and partial loan from domestic banks and the World Bank. See table 2.1-1 for the sources of the construction funds. See diagram 2.1-1 for geographic location of this project. 2.2 Project content 2.2.1 Fuzhou South Jiangbin Road Project Fuzhou South Jiangbin Road Project, located in the inside of the flood bank on the south Beigang bank of Minjiang River, is the north part of the planed Nantai Island surrounding road. It starts from Lijiaocangnan Road at Sanxianzhou Minjiang River Bridge and ends at the planed Qianheng Bridge along Jiefang Bridge, Secondary Minjiang River Bridge and Third Minjiang River Bridge, with total length being 4.1km and the Qianhengnan Road being 1. 12km.The total length of the two sections Guangzhou Research Institute of Environmental Protection 2002.02 2 of the road is 5.22km, and the width of the road is planed to be 40-50m. The Nanjiangbin Road, as the north ring road of Nantai Island Road, is the trunk road to connect the old Cangshan Area with the new Chengmen Area and important component part of Nantai Island surrounding road. It is a road along the river, integrating functions of recreation, sightseeing and traffic. 2.2.2 The 3rd Ring Road (Phase II) Project The 3rd Ring Road (Phase II) Project, located in the south part of the island, starts from Wanbian on the west, ends at the planed south end of Kuiqi Bridge of Minjiang River along Shangqi Village, Sanbianzhou, Difengjiang, New Menqianzhou Village, Pukou Village, Qianyuan Village, Aoshan Village, north part of Fujian Provincial IT Vocational Education Institute, Duyuan Village, and connects with Fuzhou-Xiamen Road between Sanfeng Shoe Making Corporation and Futeng Industrial Zone. The width of the road is 79m. After crossing the intersection on Fuzhou-Xiamen Road, the 3rd Ring Road runs from west to east along the planed Fuzhou-Xiamen Road east end of flyover of the 3rd Ring Road and Chengmenshan, and ends at the planed south end of Kuiqi Bridge, where a three storied interconnected flyover will be built at the interjunction of the 3rd Ring Road and Fuzhou-Quanzhou Expressway. There will be a total of 2 flyovers in the 3rd Ring Road (Phase II) , of the two flyovers, the cross with Fuzhou-Xiamen Road will be a elevated separation flyover and the other cross with Fuzhou-Quanzhou expressway will be a three storied interconnected flyover. There will be one large bridge in the line, 420m long and 8 medium and small-sized bridges, the total length being 316m. The 3rd Ring Road (Phase II), running from southwest to northeast along Nantai Island, is a quick channel to connect the urban area with University City, Jinshan Community(to be constructed) and Gaishan Community. The 3rd Ring Road (Phase II) Project, located in the south part of the 3rd Ring Road, will play an important role in developing and constructing Nantai Island. 2.2.3 Kuiqi Bridge Project The south end of Kuiqi Bridge, located in Linpu Village and south side of Shaoqi Village, connects with the 3rd Ring Road (Phase II) . After running northward along the planed 3rd Ring Road, crossing Minjiang River and arriving at the north bank of Minjiang River, the north end of Kuiqi Bridge connects with North Jiangbin Road interconnected flyover, where the Bridge ends. The main Kuiqi Bridge and its bridge approach is 1.llkm long, of which the main bridge is 360m long and the bridge approaches at both sides are 750m long. On the north bank, there is a compound interconnected flyover connected Beijiangbin Road with expressway to the Airport. The sidewalk and the bicycle road are 200m long. The width of Kuiqi Bridge surface is 36.0m. Guangzhou Research Institute of Environmental Protection 2002.02 3 Kuiqi Bridge is the key in the planed east section of the 3rd Ring Road to cross Minjiang River. An additional river-crossing bridge will be constructed at the downstream of Minjiang River, which will shorten the space distance from south to north and facilitate traffic. At the same time, this project will connect with expressway to the Airport, which will not only shorten the Changle International Airport and the areas along the expressway to the airport, but also provide an east exit with Fuzhou City. The construction of this project will not only perfect the 3rd Ring Road, but also will push the road network construction along the 3rd Ring Road, and perfect the urban road network structure. 2.2.4 General The construction of South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge help to land development and construction in new areas and help to push traffic construction and lead the city development. It will play an important role in expediting development and construction in Cangshan Area and even the whole Nantai Island. It is of great significance in improving investment environment, pushing economic development and bringing into play the central role of Fuzhou City as the province capital. Therefore, the construction of the Two Roads and One Bridge meets the implementation need of strategy of "expanding in the east, advancing in the north and developing in the west". The construction of the new areas will not only enlarged urban scale, push the land development and raise the land utilization rate, but will also expedite the reconstruction of the old urban areas, which will play an important role in mitigation of urban land, traffic and decentralization of dense population. After completion of the two Roads & One Bridge, the city scale will be further enlarged and a new round of economic prompt development of Fuzhou City will surely be realized. 3. Environmental quality and impact forecast 3.1 Current environmental quality 3.1.1 Current ecological environment (1) Current terrestrial ecological environment Along South Jiangbin Road is build-up area. Changqian Road has been afforested well, where there mainly are banyan trees, and also mango trees and bauhinia variegates. Trees scattered in other places where there mainly are demolished houses. Along the 3rd Ring Road (Phase II) there are mainly orange orchards, and few Guangzhou Research Institute of Enviromnental Protection 2002.02 4 farmlands and vegetable fields interspersed with banana, longan, and pomegranate fields. Plantation in Aoshan Mountain (also named as Tuyuanshan Mountain) is abundant in trees, mainly consisting of acacias, masson pines and banyan trees, and interspersed with over ten camphor trees. Along the both sides of overhead roads on South end of Kuiqi Bridge are farmlands, while there mainly are demolished houses in flyover on north end, with a few trees. (2) Current aquatic ecological environment Migrating fishes and crabs as well as breeding farms on lower reach of Minjiang River (including Kuiqi course) 1) Migrating fishes and crabs on lower reach of Minjiang River i(© Freshwater Eel. Impact on the eel concentrates during Nov. to Mar. of next year. In Nov. each year, adult eels migrate from freshwater to ocean to spawn and incubate the young eels, which return freshwater in Mar. of next year. According to data, around 2-3 ton eel fries are captured for each year in Minjiang River estuary. © Mitten Crab. Impact on the mitten crab concentrates during Nov. to Dec. and May to Jun. each year. Parent crabs begin to migrate from freshwater to ocean for propagation in Oct., mainly from Nov. to Dec, and young crabs return to freshwater after spawn and incubation, mainly form May to Jun. 2) Clam breeding farm on Kuiqi river course Water area on the south end of Kuiqi Bridge to be constructed is a natural clam breeding farm. Besides, there are 720mu artificial clam breeding farns in joint possession of Lianjiang Village, Shaoqi Village, Shishan Village, Fulian Village and Zhangnan Village of Chengmen Town, Cangshan District. (3) Current swamp ecological environment On the Northwest of Kuiqi Bridge lies Puxiazhou swamp, near Xindangzhou, and close to Duimianzhou, with the shortest distance of 260 m. 1) Vegetation Community of Puxiazhou Swamp There are mallow community and weeping willow community. Mallow community is classified as herbaceous swamp vegetation of swamp vegetation, around or near which a few associated species are, like Ludwigia, rush, Sporobolus fertilis and alligator alternanthera interspersing among it; weeping willow of the weeping willow community, classified as xylophyta swamp vegetation, is a kind of deciduous tree, most of which grow on the bank of brook and river. Green bamboo of weeping willow community on parts of Puxiazhou and Xindangzhou, distributing as belt, often cluster and form single dominating community, with height of 6-8m, chest Guangzhou Research Institute of Enviromnental Protection 2002.02 5 circumference of 9-lOm, and total coverage of 80%. As the absolutely dominant specie of this community, green bamboos grow well. Around the community are associated species as alpinia zerumbet, neyraudia reynudiana, duranta repens linn, rush and eclipta prostrasta. 2) Phytoplankton and animal plankton. There are 97 species of floating algae and 79 species of animal plankton on lower reach of Minjiang River. Phytoplankton mainly consists of Skeletonema costatum, coscinodiscus Ehrenberg, meLosira granulate, synedra acus, navicula and chlorella, while animal plankton mainly consists of halteriagrandinella muller, strombomonas ensifera, nauplius of crustacean, sinocalanus dorrii, cyclops sp, brachionus urceus, and bosminopsis deitersi. 3) Dermarsal macro-invertebrate of Puxiazhou and Xindangzhou. According to sample survey on the muddy shoal wetland, dermarsal macro-invertebrates there include: corbicula fluminea, anodonta woodiana, A.fluminea, limnophila aromatica, cipangopaludina Chinese gray, sesarma(parasesarma)plicata, palaemon (exopalamon) carincauda holthuis, Japanese mitten-handed crab, and jumping shrimp, etc.. 4) Wild gooses, ducks, and waders. Those planktons provide adequate baits for growth and propagation of various fishes, shrimps and seashells in the oceanic area, which serve as substantial basis for various water birds and migrators perching and seeking food in swamp of estuary on lower reach of Minjiang River. Every year, abundant wild gooses, ducks, and waders perch in Puxiazhou and Xindanagzhou. However, at present, only when flood tide and evening, snipes, wild gooses and ducks fly there to gather or seek food. Common birds here include: grebe, egret, grey heron, Chinese pond-heron, black-crowned night-heron, spot-billed duck, common teal, common greenshank and common sandpiper. 5) There are large-area corbicula fluminea breeding farm on the course on southeast of Kuiqi Bridge, with high population density. In addition, around the course lie big farmlands, marshes and sandbanks, with abundant corns and fruits. Various fishes, shrimps and seashells in water, and insects as well as their larvae provide natural baits for migrators. 3.1.2 Ambient air quality Hourly average value of CO along South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge maintains Class I standard, and that of NO2 still maintains Class I standard; Daily average value of PM10maintains Class II standard, and several test value keeps up to ClassIII standard. Generally, ambient air quality of both sides along two Roads & One Bridge is good. Guangzhou Research Institute of Environmental Protection 2002.02 6 3.1.3 Current sound environmental quality LAeq value of South Jiangbin Road at daytime is 53.8-67.8dB, up to Class IV standard of GB 3096-93 "Urban Regional Environmental Noise Standards", and the LAeq value at night is 41.8-48.8dB, up to Class II standard. LAeq value of the 3rd Ring Road (Phase II) and Kuiqi Bridge at daytime is (46.0- 57.6) dB, up to Class II standard of GB 3096-93 "Urban Regional Environmental Noise Standards", and the LAeq value at night is (42.1-43.2) dB, up to Class I standard of GB 3096-93 "Urban Regional Environmental Noise Standards". 3.1.4 Current water environmental quality Kuiqi Bridge spans over Kuiqi course of Minjiang River. According to Class III standard, the pollution index of Kuiqi Section is 0.32-0.8, whose water quality keeps up to Class III Standard. According to Class II standard, the pollution index of Aofengzhou Section is 0.14-0.68, whose water quality keeps up to Class II Standard. It has proved that water quality of Aofengzhou-Kuiqi course of Minjiang River Beigang is good now. South Jiangbin Road and the 3rd Ring Road (Phase II) respectively spans over 7 and 4 freshwaters. Water quality of freshwaters where South Jiangbin Road spans are poor, all of which are inferior Class V water body. Water quality of freshwaters where the 3rd Ring Road (Phase II) span are Class IV-V standard, some of which are inferior Class V water body. Except PH index, all other assessment factors exceed Class IV water quality standard. The total freshwater water environment has been polluted badly. 3.1.5 Current vibration environmental quality According to current surveillant result, environmental vibration VL,1o Value of spots whose current situation is interfered by traffic vibration is 50.2-67.3dB at daytime and 57.0-67.5dB at night, up to standard of both sides of artery traffic in 10070-88 "Urban Regional Environmental Vibration Standards ". Environmental vibration VL,1o Value of spots whose current situation has not been inferred by traffic vibration is 48.5-63.8dB at daytime and 48.0-59.3dB at night, up to standard for dilution zone and commercial center. 3.1.6 Current sunshine According to assessment result of present sunshine, all sensitive structures of this project is free from sunshine impact of structures on opposite side. South Jiangbin Road is along the north bank of Nantai Island. Present Cangqian Road Guangzhou Research Institute of Environmental Protection 2002.02 7 and planned reserved road connecting with river are broad. Sunshine hours of 15' floor window in day of winter solstice are over 3h, with good sunshine condition. The 3rd Ring Road (Phase II) and Kuiqi Bridge are situated on outskirts, with outstanding sunshine condition. 3.1.7 Current cultural relics On both sides along South Jiangbin Road lies Anlan Chamber of Commerce, Fanchuanpu Catholic Church in Jian'an District. On both sides along the 3rd Ring Road (Phase II) are 5 cultural protection units, viz. Yan Fu's Fomer Residence and Pushan Temple of Gaishan Town, Lingshan Temple of Luozhou Town, Lianjiang School and Temporary Imperial Palace for Emperor of Song Dynasty. On the northwest of overhead roads on the south end of Kuiqi Bridge are 2 district cultural relic protection units, viz. Linpu Emplacement and Linpu Stone Tower. 3.2 Impact of construction on environment 3.2.1 Summary of environmental impact during construction period During the construction period, demolition and resettlement of expropriated land, surface excavation, pipe-laying, material transportation and road construction will perform effect on urban ambient air, sound environment, water environment, traffic, safety, communities and people's life. Based on features of environmental impact during construction period, necessary mitigation measures must be adopted to reduce or eliminate negative impact. 3.2.2 Impact on ecology during construction period a. Impact of land occupation on agricultural production 2332.43 mu lands have been expropriated for Two Roads & One Bridge. Deducting forests and unused spaces, agricultural lands cover 1785.36mu, including 192.38 mu vegetable fields, 1188.57mu orchard, 59.84 mu tilths, and 23.35mu pounds, among which the 3rd Ring Road (Phase II) covers the most farnlands and orchards. It can be concluded that Two Roads & One Bridge will somehow impact the local agricultural economy along the line. However, the whole Nantai Island has been planned as new downtown, and the agricultural lands will turn to be urban lands, which reduced the impact on agricultural economy. b. Impact on vegetation According to current situation survey, among 105.29 mu forest occupied by the 3rd Ring Road (Phase II), Aoshan Mountain (also named as Duyuanshan Guangzhou Research Institute of Environmental Protection 2002.02 8 Mountain) is primary, whose main tree species are acacia, masson pines, and banyan trees. In addition, over ten camphor trees scattered there. During construction period, camphor tree, if any, must be moved in time without any injury. Construction of green belts along both sides of the road can reduce some loss of vegetation. c. Impact on aquatic ecological environment During bridge construction period, suspending matters in water will somewhat impact aquatic biology above for certain period. Corresponding measures will be adopted: during construction period, in process of digging bridge abutment foundation, slurry must be filtrated and precipitated, in order to decrease suspending matters in water, and protect surviving environment of fish. 3.2.3 Impact on water environment during construction period Impact on Beigang river course during Kuiqi Bridge construction period: production wastewater of construction area is discharged after precipitation and oil separation, which perform a little impact on water environment of Beigang. SS performs slight impact on water environment of Beigang. However, petroleum somewhat will impact area near outlet, and water on lower reach, 130m away from outlet can meet Water Quality Standard for Fishery. Construction wastewater of bridge foundation has large impact on SS of water environment. However, pile foundation construction adopts cofferdam method, so impact of pile foundation construction wastewater on water environment is temporary. Impact of South Jiangbin Road, the 3rd Ring Road (Phase II) during construction period: Direct discharge without any treatment of construction wastewater, including slurry produced by excavation and drill, cooling water and wash water produced by operation of mechanical equipments, oil water produced in operation and repair of construction machinery, will impact the receiving water body. South Jiangbin Road construction is carried out in flood-proof bank, and constructors' life wastewater will discharged by urban sewers and life garbage will be collected and treated by environmental sanitation station, like local citizen. Construction of the 3rd Ring Road (Phase II) is also carried out in flood-proof bank, but there is not urban sewer in most of road course along the line, pollution by life wastewater and garbage must be prevented. 3.3 Forecast of environmental impact during operation period 3.3.1 Impact on ambient air during operation period 1) CO density distribution on both sides of road: In each forecast characteristic Guangzhou Research Institute of Enviromnental Protection 2002.02 9 year, under common and disadvantageous weather conditions, impact on CO density on both sides of road of each course South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge is too little to exceed Class II Standard of Ambient Air Quality. 2) NO2, under common weather condition, except characteristic year of 2020, NO2 density along Two Roads & One Bridge can meet Class II Standard of Ambient Air Quality in Functional Zone. Under disadvantageous weather condition, NOx in tail gases of motor vehicle has large impact on ambient air along the roads. Especially in 2020, increase of traffic volume and pollutants will perform obvious impact on NO2 along the roads, among which South Jiangbin Road can still keep Class II Standard of Ambient Air Quality, and NO2 pollutants density in area within 50m away from the 3rd Ring Road (Phase II) and Kuiqi Bridge is too high to keep Class II Standard of Ambient Air Quality. However, the pollution is not serious generally. 3.3.2 Impact on sound environment during operation period 3.3.3 Impact on water environment during operation period The forecast shows that owing to mild pollution of river by non-point Source Pollution formed during operation period, low density of CODcr, petroleum, and SS in rain on the surface of Kuiqi Bridge, and large flux in Beigang Kuiqi course of Minjiang River, rain on the surface of bridge has a little impact on water quality of Minjiang River. Only the accident of vehicle transporting dangerous goods can resulted in obvious water pollution. Experience has demonstrated that the ratio of water pollution induced by accident on bridge is low. However, corresponding measures should be adopted to prevent any possibility of pollution. Runoff (rain) on the bridge surface should be channeled into dike to discharge in design and construction instead of being drained away directly to river under bridge. In addition, buffer pool should be established in outlet, namely both ends of Kuiqi Bridge, into which the pollutants can be channeled to be treated in case of leakage. 3.3.4 Impact of two Roads & One Bridge construction on cultural relics There are 9 cultural relics on both sides along South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge. According to analysis, South Jiangbin Road construction performs the largest impact on Fanchuanpu Catholic Church, and little or non impact on other 8 cultural relics. Guangzhou Research Institute of Enviromnental Protection 2002.02 10 3.3.5 Impact on sunshine South Jiangbin Road is ground level road, and there are only several hundreds of overhead roads on the 3rd Ring Road (Phase II) and Kuiqi Bridge, which are built on farmlands and demolished factory. It will not impact sunshine of residents and sensitive structure of the project. 4. Environment Mitigation Measures In order to mitigate the environmental pollution brought by the construction of South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge Project, firstly, when selecting the direction of the road, the impact of all kinds of factors must be comprehensively analyzed for the adoption of some preventive measures to minimize the impact upon the environment, such as the change of the route when the 3rd Ring Road (Phase II) passing Pushan Temple, Fujian Vocational Technology Institute of Information and Shigong Temple in Wufeng Village, the change of Kuiqi Bridge and its bridge site and so on; secondly, all kinds of mitigation measures shall be adopted in the sectors and for the target areas where the environment is sensitive, such as the adoption of sound absorption road surface, the setting up of noise barrier and the installation of double glass sound proof window and so on; finally, some mitigation measure and long term measures shall be adopted, such as traffic control, traffic restriction in central commercial district, pollution control program of motor vehicles and reasonable layout of city planning and so on. The construction of South Jiangbin Road, the 3rd Ring Road (Phase II) and Kuiqi Bridge project in Fuzhou shall follow and execute the State Council issued No.253 order Management Regulation of Environmental Protection of Construction Project to ensure that the implementation of the environmental protection of the project shall be designed, constructed and run with the principal part of a project at the same time. In order to prevent the negative impact of the project upon the environment, the following concrete actions shall be adopted in all phases of the implementation and running of the project. In the item selection and design phase, all kinds of potential influencing factors shall be fully analyzed and the measures that can mitigate the affection upon the environment shall be taken into account maximally. In the construction phase of the project, the environment mitigation measures shall be adopted for the projected affected units and individuals to mitigate the noise influence upon the spots where the environment is sensitive, such as the setting up of sound barrier and sound proof window and so on. In the running phase of the project, a long term action plan shall be brought into effect to improve the environmental quality in the city, such as traffic control, traffic Guangzhou Research Institute of Environmental Protection 2002.02 11 restriction in central city zone, implementation of motor vehicle tail gas control strategy, and reasonable layout of city planning and so on. 4.1 Design phase of the project 4.1.1 Route direction The route direction of Two Roads and One Bridge shall be determined according to multiple schemes of the analysis and comparison of the engineering and environmental impact. (1) South Jiangbin Road project The road shall start from West Changqian Road, stretch along the northem embankment line of Nantai Island, horizontally cross Jiefang Bridge, downwards cross Minjiang Bridge and Aofengzhou Bridge on Liuyi Road, depart the old coastline to Jiangbianzhou, Xindangzhou and Puxiazhou along Minjiang River, then continually stretch along the new embankment line, cross the planned Gushan Bridge and terminate at the bridge site of the planned Kuiqi Bridge. The total length shall be 9km. The Puxiazhou Wetland, through which the road would pass, not only acts as a natural water-storage reservoir, but also produce important effect upon adjusting the runoff of Minjiang River, mitigating the flood peak, adjusting the temperature and humidity of the air in the city zone, detaining and degrading the pollutant from the upstream of Minjiang River and so on. As the main zoology passage and wetland chain from the coast to inland in Fujian province, this wetland protects the biological diversity, provides necessary growing environment for all kinds of hydrophytes and hygrophytes, and provides breeding places, food-looking-for places and habitats for all kinds of animals. It especially acts as an important stage on the migration route for the migratory birds in the Asia-Pacific region and the wintering places for all kinds of water birds and wading birds. In these aspects, the play of this wetland is non-replaceable. If South Jiangbin Road passes through, it would be unavoidable for Puxiazhou Wetland to be damaged and nonreversible impact would be brought about upon the wetland. Therefore, South Jiangbin Road shall change its route to pass through Qianhengnan Road. According to the new scheme, the road shall start from West Cangqian Road, stretch along the northern embankment line of Nantai Island, horizontally cross Jiefang Bridge, downwards cross Minjiang Bridge and Aofengzhou Bridge on Liuyi Road, then turn southwards at Ffzhou NO. 1 Paper Mill and continue its stretching to the planned Qianhengnan Road. The total length shall be 5.22km. the change of the route makes the road avoid pass through the wetland and it is the best scheme for wetland protection. (2) The 3rd Ring Road (Phase II) project and Kuiqi Bridge project The changed new scheme has moved back from the original one and some adjustment Guangzhou Research Institute of Environmental Protection 2002.02 12 has been made to mitigate the impact upon the sensitive points, such as Pushan Temple, old banyans in Wufeng Village and Fujian Vocational Technology Institute of Information and so on. At Pushan Temple, the designed original route would pass its gate and it would be necessary to remove the gate and the stairs before it. Now, after the road becomes narrow, the boundary line of the taken over land shall be 8m away from Pushan Temple and the non-motorized vehicle lane shall be 12m away from it. Pushan Temple shall be reserved. At Fujian Vocational Technology Institute of Information, the designed original route would make it necessary to remove three employee lodging houses to make the library exposed at the side of the road to badly affect the leaming environment of the students in the institute. Now, after becoming narrow, the road shall pass the edge of the institute and only some playground and equipment houses shall be removed. The road shall be 3m away from the employee lodging houses. Compared with the original route, the new one's impact has been mitigated to a certain extent. The upward removal of the bridge site of Kuiqi Bridge shall meet the shipping requirement of the water channel. 4.1.2 Noise 4.1.2.1 Rational layout of the road structure and selection of materials 1) In order to reduce the impact of the noise from road traffic, porous surface materials shall be used to replace conventional concrete pavement and bituminous pavement and enough smoothness of the road pavement shall be ensured, too. According to the test result issued by Hong Kong, such sound absorption pavement shall make the noise exposing level of single vehicle reduced 5dB(A). Therefore, sound absorption pavement shall be laid in sensitive areas. 2) The seamless expansion joint and large displacement multi-span continuous structure shall be adopted to reduce the number of the expansion joints to accordingly reduce the noise produced by the vehicle when it bounces. 3) Flexible abutment (such as plate type rubber abutment and spherical cap type rubber abutment) damping structure shall be adopted to reduce the noise. 4.1.2.2 Design of noise barrier The position, pattem selection and material selection of the noise barrier (the sound insulation of the material itself used in the sound barrier in Fanchuanpu Tianzitang Section and there being no sound barrier in other sections) and actual height of the sound barrier shall be comprehensively considered according to the condition of the buildings along the road, noise beyond the standard, road structure, anti-wind, anti-corrosion, security, urban landscape and other factors. It shall be necessary for Guangzhou Research Institute of Environmental Protection 2002.02 13 the detailed work in these aspects to be studied and designed exclusively. 4.1.2.3 Protection of the buildings and sensitive targets along the road For newly developed areas and rebuilt areas in the old city, it shall not be appropriate for the first row of the buildings along the road to be used as noise sensitive schools, hospitals and nursery schools. However, it can be used as acoustic environment insensitive commercial buildings and sky parking. These measures have already listed into the general planning of Fuzhou city and Fuzhou Planning Bureau shall supervise the implementation of these measures. These measures not only can make the best of the land, but also can reduce the impact of the noise upon sensitive targets. The first row of dwelling buildings along and severely impacted by Two Roads and One Bridge and the acoustic environment sensitive targets near every flyover shall be provided with sound barriers according to the physical circumstances, such as the installation of double glass for the building, the installation of ventilation facilities and other measures. (3) Protective design at the sound impacted places It shall not be appropriate for the first row of buildings along the new road to be used as classrooms, sickrooms and nursery schools for their high requirement upon acoustic environment. However, these buildings can be used as commercial buildings and sky parking. The general planning of Fuzhou has already taken these measures into account and Fuzhou Planning Bureau shall supervise the implementation of these measures. The first row of the buildings along the road and the noise sensitive buildings, which shall be severely impacted by the traffic noise, shall be provided with double glass to protect the quietness needed indoor activities. According to the physical circumstances in Fuzhou and in order to reduce the potential noise impact and develop practical noise mitigation measures, the joint investigation team formed by Project Office, Environment Impact Assessment Agency and Design Organization has already made field investigation at the environment sensitive points relating to the construction of the project, and minutely discussed the preliminary noise mitigation measures brought forward in environmental impact report. All parties have already arrived at an agreement to the noise mitigation measures. It is hot in summer in Fuzhou and all residential buildings have already been provided with air conditioners, so the installation of soundproof windows shall be the only need for the residential buildings installed. For the classrooms and nursery schools, the time from the end of June to the beginning of September is summer vacation and some classrooms have already been provided with air conditioners or electric fans, so besides the installation of soundproof windows, it shall be necessary to provide financial compensation for the ventilation facilities. For the sensitive places having no air conditioners at present, besides the installation of soundproof windows, air Guangzhou Research Institute of Environmental Protection 2002.02 14 conditioners shall be installed to reduce the inconvenience brought by the installation of soundproof windows for living of the aged. 4.1.3 Vibration 1) Both sides of over-bridges and flyovers shall adopt large displacement expansion joints, buried style expansion devices (seamless expansion joints), big tonnage base form rubber abutment, and spherical cap type rubber abutment to reduce the traffic vibration of the road. 2) The condition and the smoothness of the road surface greatly affect the traffic vibration. Therefore, when making the design, high-grade materials (i.e. imported perfect asphalt) shall be used to be the road surface materials and the smoothness of the road surface shall be reasonably controlled. If the smoothness of the road is reduced lmm, the vibration value can be reduced 4dB. So, the smoothness of the Two Roads and One Bridge should be controlled under 4mm. 3) The function of the land among the road should be rationally planned and laid out. It is not appropriate for the vibration sensitive buildings to be built within the areas 40m away from both sides of the road. This measure has already been introduced into the general plan of Fuzhou and Fuzhou Planning Bureau shall supervise the implementation. 4.1.4 Air quality When making the design, the over-road shall not be constructed or be constructed in small amounts to be good for the motor vehicle tail gas to diffuse. In order to be convenient for the tail gas to diffuse, the distance between buildings along the road shall be gradually increased. In order to be convenient for motor vehicle tail gas to diffuse, the high-rise buildings constructed in the future shall be controlled to be 20m away from the boundary line of the road. 4.1.5 Sunlight South Jiangbin Road shall be a ground road and the engineering of the 3rd Ring Road (Phase II) shall be mainly constructed on the ground, so only the flyover at the north end of Kuiqi Bridge shall impact the sunlight. The boundary line of over-section of the road shall be determined according to such a design principle that the interference with the sunlight shall be maximally controlled and the distance between the boundary line and the neighboring sunlight sensitive building shall be controlled at 5m. Fuzhou Planning Bureau shall supervise this measure during the city planning and the development and construction along the over-section of the road. Guangzhou Research Institute of Environmental Protection 2002.02 15 4.1.6 Land takeover, demolition and resettlement It has already become the important guiding ideology of the decision-making department of the project to minimize the land takeover, demolition and resettlement when newly building, rebuilding and expanding the road, selecting the site for bus station and making the design. 4.1.7 Brief summary of the environmental mitigation measures during deign phase The environmental mitigation measures adopted during the engineering design phase and the concrete implementation organizations shall be collected in table 4.1-1. Guangzhou Research Institute of Environrnental Protection 2002.02 17 4.2 Construction phase The construction of this project shall have influences on the acoustic environment, vibration environment, ambient air, water environment, vegetation, community, traffic, municipal facilities and cultural and historical sites and so on. Although most of the influences are instant and recoverable, thorough attention must be paid to the estimation on environmental impacts. The responsibilities of the contractor to protect the environment shall be taken into the Project Bidding Document to ensure that they can understand their responsibilities thoroughly. 4.2.1 Acoustic environment Although the noise produced during construction is inevitable entirely, the impact from the noise on the environment around it can be mitigated to a certain extent. The contractor must comply with the notice on preventing environmental and noise pollution at urban construction site issued by the People's Government of Fuzhou and make the noise at the construction site meet the requirements of GB12523-90 Limit Values of Noise at Construction Site. The following measures to reduce the noise shall be performed by the contractor: Prohibit the using of the equipment with high noise at night (22:00-6:00), such as pile driver, crusher, bulldozer, excavator, compactor, generator, electric sew, concrete electric vibrator and so on. Limit the using of the vehicles with poor efficiency, for example tractors. Use the machinery with low noise or the equipment equipped with sound eliminator or sound insulation cover. For example, the generator used at the construction site shall be supplied with sound eliminator or sound insulation cover according to the sensitivity of the acoustic environment situation around the construction sites. Arrange the construction time and equipment reasonably to make the large noise producing construction away from the sensitive points and sensitive time and maintain equipment regularly to keep it in good service conditions. As for a few construction sites where the construction noise is larger, install temporary sound barriers. As for the large construction structures, especially those used in many flyovers in this project, they shall be prefabricated outside the construction sites and then be transported to the construction sites to erect. As for the construction, for which it is necessary to be performed at night, the contractor must submit it to the People's Government of Fuzhou City for approval in advance. The spraying frequency shall be determined according to the weather. In common weather, spraying shall be carried out four times a day, namely in the moming (7:30-8:30), at noon (12:00-13:00) and in the evening (17:30-19:00) as well as at peak hour. * The vehicles transporting cement, construction materials and construction rubbish shall be covered with tarpaulin to reduce falling; Washing the carriage and the tires with water before the vehicles go out of the loading or unloading sites; the truck shall avoid passing through the central area of the city and try to avoid the residential area as well as the sensitive points. * Appoint one full-time managerial person of environment protection for each construction contract section, whose responsibilities are to guide and manage the disposal, transport and storage of waste from the project, construction rubbish and construction materials, recover and harden the sites, clear the mud, waste materials on the road in construction site as well as the mud on the tires to prevent the secondary flying of the dust. * According to the investigation on the PM10 density change around the construction site, the material factory, mixing station and other temporary materials factories during construction must be more than over Sm away from the resident areas and environmental sensitive points. * During construction, the Fuzhou Urban Traffic Management Bureau shall do well in traffic control in urban area. According to the construction plan, set warning signs at the entrance to the city to remind the vehicles of traveling from the external roads around the city. Do well in traffic control on external roads to Guangzhou Research Institute of Environmental Protection 2002.02 19 ensure the unblocking of the roads and prevent the traffic congestion so as to reduce the impacts from the vehicle tail gas upon the ambient air. * If the vehicles are blocked due to the road construction in the urban area, the traffic management department shall set up the instant vehicle traveling management method, for example, regulating the traveling route for the taxi with odd and even dates, prohibiting the passing of motor vehicles and setting one-way lane and so on. 4.2.3 Water environment The Contractor shall take the following measures to minimize the impacts from construction activities upon the water environment. * Prohibit draining and flowing waste water from construction randomly. * Clear the construction site in time, only when the waste water from construction is treated in the temporary sand settlement bank can it be drained into the drains to prevent some little matters such as sands and some sundries such as some construction rubbish from being draining into drain pipeline. * Prohibit storing construction materials and rubbish at the place where the waste water from the construction sites enters the drains and pay attention to clearing the accumulating mud to prevent drain pipeline from choking. * The toilet for contractors in construction site shall set temporary cesspool and the fecal sewage shall be drained into the drain after pretreatment in cesspool. * Besides enforcing management on the drainage of domestic sewage, the Contractor shall offer training to the contractor on basic environmental protection to improve the consciousness and responsibility of environmental protection. * The underground pipelines shall not be damaged during construction, and some measures shall be taken to protect the underground pipelines. 4.2.4 Recovery of vegetation * As for the green belt occupied by the Contractor due to storing raw materials, construction passage and construction sites, it shall be recovered after completing Guangzhou Research Institute of Enviromnental Protection 2002.02 20 the project. * As for the trees in the place where the raw materials for construction are stored, on the construction passage and in the construction sites, if they can be planted in another place, take protective measures to plant them in another place. * As for the trees in the place where the raw materials for construction are stored, on the construction passage and in the construction sites, if it is necessary to cut them due to the construction need while they can not be planted in another places, they shall be compensated according to the principle of "cutting one, compensating two". There shall be 4,542 trees to be cut within the scope of the project and 9,084 trees shall be planted as the compensation after the project is accomplished. 4.2.5 Community The following measures shall be taken to mitigate the negative impacts upon the community from the construction of the project. * All of the roads under reconstruction in urban area shall be constructed in half-closed manner and leave passages for the pedestrians, bicycles and buses. * Build temporary roads and temporary bridge for the units and the residents along the line and set necessary safety measures to ensure the unit and the residents can go out conveniently and safely. At the same time, perform centralized construction and quicken the construction progress to reduce the impacts on the communities. * As for the section where some schools are located, carry out construction in the summer holiday or in other holidays to reduce the impact upon the going of the students. * All construction materials shall be stored on special yards by categories and types and kept by designated persons. The discarded materials shall be removed out of the site to reduce space occupation and traffic inconvenience. * As for the resident areas and the units that are separated due to being removed, rebuild the fence within one month after accomplishing removing to reduce the impacts from the external environment on the community security. Guangzhou Research Institute of Environmental Protection 2002.02 21 4.2.6 Traffic During construction, the traffic flow on the neighboring or related sections shall increase and the vehicles shall be crowded and the traveling speed shall become slow due to that of the construction sections or prohibiting the traveling of the vehicle, as a result, the traffic congestion shall become from bad to worse. The following mitigation measures shall be taken to alleviate traffic jam during construction. * When making the construction plan, the overall situation shall be taken into account and proper arrangements be made. The construction of roads in the same direction shall be constructed separately if possible so as to divert the traffic volume to the maximum extent and reduce the traffic jams caused by directive crowding of motor vehicles. * In order to prevent interruption of traffic due to road construction so as to have impacts on the going of the units and the residents, this project shall be constructed in half-closed manner and allow the buses and the bicycles to travel while prohibit the traveling of the vehicles through Fuzhou to ensure the unblocking of the buses. * In the busy section, the crossing of the road can not be constructed in fully closed manner, but in half-closed manner, at the same time set one-way street to ensure the unblocking of the bus. * In the sections where traffic shall not be interrupted, the lightings shall not be cancelled. The construction shall begin after the lightings are removed. * Enforce traffic management and organization. All of the vehicles passing through Fuzhou shall travel along the external ring route and they are prohibited to cross the urban area to reduce the traffic pressure of the roads in urban area. Control the variation and the type of the passing vehicles, set lane on the special sections and increase the change circle of traffic indication light to try to reduce the traffic flow on the main truck. Strengthen the training to improve the quality of the traffic policemen to enforce traffic management ability; emphasize on improving the quality of the drivers to reduce the traffic jar due to the man-made factors. Set up separation fence at both sides of the tracks of the roads for vehicles in main urban areas to warn the pedestrians not to cross the road. Enforce the management on Guangzhou Research Institute of Environmental Protection 2002.02 22 the anchoring vehicles on the road and make it leave as quickly as possible to avoid the impact on the normal passing of the vehicles so as to increase the passing ability of the traffic of the roads. 4.2.7 Vibration During construction, the following measures shall be taken to mitigate the vibration impacts. * Where possible, columns shall be installed using excavated holes and onsite casting. If steam, turbine or hammer style drilling machines must be used for column construction, the contractors must apply to PMO first and these drilling activities shall be restricted to certain hours of the day. * Unless there are emergencies (emergent repair and emergent rescue), at night (22:00-6:00), any construction equipment with great vibration impact shall be forbidden. However, if the equipment that is necessary due to the continuous production, it shall be submitted 3 days ahead to Fuzhou Environmental Protection Bureau and it shall be ready for approval from the People's Govemment. Meanwhile, the affected units and persons should be informed through media or other channels. The Contractor must set signs at striking sites and give the telephone for complaint, names of the project, the Contractor and the building unit. * Select construction machinery with low noise and vibration, and make maintenance regularly. * At the section of Fanchuanpu Catholic Church, construction machinery with large vibration shall be prohibited. 4.2.8 Municipal facilities * 2 days before the construction, the Contractor releases public notice on newspaper or television to the public to make preparations. * If the water supply is to be cut off more than 2 days, water supply trucks shall be used to supply water to the affected residents. * Stoppage of power, gas or water caused by construction shall be arranged at night Guangzhou Research Institute of Enviromnental Protection 2002.02 23 (22:00-6:00) as far as possible. 4.2.9 Cultural and historic sites The over-ground cultural relics impacted by this project include Fanchuanpu Catholic Church, Anlan Provincial Guide, Pushan Temple, Yan Fu's Former Residence, Linpu Emplacement and Linpu Stone Pagoda. The following mitigation measures shall be taken during construction: (1) The transport vehicles shall run with low speed in the urban area during construction to reduce vibration. All construction plants shall conduct civilized construction. (2) The transport vehicles shall be sealed during construction to avoid flying dust; the road section for vehicle passing in and out shall be sprayed water regularly. (3) During construction, the equipment with low noise shall be adopted as far as possible, corresponding noise reducing measures shall be adopted, and construction at night is forbidden. (4) It is forbidden for the construction vehicles whistling when passing in and out to avoid noise disturbing the residents. According to Practice Measures of Protection of Fuzhou Relics, if any underground relics are discovered during demolition, resettlement and construction, the Contractor must stop construction immediately, inform the relics-protecting departments in Fuzhou, and arrange construction activities according to the suggestions from the departments. The Contractor shall release the news to the public through the media. 4.2.10 Brief summary of construction phase Table 4.2-1 summarized the mitigation measures and the implementation organizations to minimize the potential environmental impacts during construction phase. The Fuzhou Traffic Management Bureau of Fuzhou Public Security Bureau, together with Fuzhou Environment Monitoring Station, is in charge of the regular inspection of the vehicle noise and monitoring of improvement of standard-exceeding vehicles. Vehicles that are far out of standard shall be rejected. The noise-controlling plan and objectives of each vehicle shall be established to reduce its noise value step by step. * The department of traffic police is in charge of enforcing rules and regulations of urban traffic management, such as prohibiting overload or overlarge vehicle to travel on the viaduct and limiting the traveling speed of vehicle especially at night. * Fuzhou Urban Management Bureau is in charge of reducing the road vibration and maintaining the sound insulation (sound barrier) equipment regularly, repairing and maintaining the road surface. 4.3.2 Vibration During operation, under the condition of unchanged ratio of vehicle type and speed, the vibration level at both sides of the road shall increase with damage extent of the road surface day by day. If the condition of the road surface remains the same, the vibration level ascents with the increase ratio of the vehicle type (especially the ratio of large and mediate vehicles), and with the increase of traveling speed. If the road surface is more deeply damaged and the ratio of vehicle type (especially the proportion of large and mediate vehicles) and traveling speed increases, the vibration level at both sides of the road shall also largely increase. To prevent and reduce the impacts on the vibration environment at both sides of the road during the operation and to make it be in accordance with the requirement of GB10070-88 Environmental Vibration Standards of Urban Area, we must take the corresponding measures of traffic management. The department of traffic police is in charge of establishing the urban road and traffic control system, for example, it rigidly limits the overload traveling on the vibration-sensitive road at night and prohibits high speed traveling in the urban area especially the heavy and mediate vehicle. Fuzhou Urban Management Bureau is in charge of maintaining the road according to Guangzhou Research Institute of Envirornental Protection 2002.02 28 the related regulations. 4.3.3 Ambient air As indicated in the EIA of this project, the air quality shall become worse along the project roads. Even the improvement in air quality on a city aisle basis shall be offset over time as motor vehicle traffic increases and traffic speed decreases. Therefore, in order to sustain the improvement of air quality in Fuzhou City, the project shall make a certain investment for motor vehicle emission control. 4.3.3.1 Continuous implementation of the existing motor vehicle tail gas control measure Fuzhou has made very much progress in controlling the tail gas from vehicles, in the coming future it shall continue to perform and enforce these measures to control the tail gas from the vehicle. * Enforce management on the sales of new-type vehicles, make sampling inspection regularly on all kinds of new ones in the market, and carry on the sale rules of standard tail gas emission. * Reject the vehicle strictly according to the state Vehicle Rejection Standard. All of the rejected vehicles must be recycled and mustn't be resold or transferred. * Strengthen the emission control of the existing motor vehicles and implement the annual inspection and sampling inspection system. The standard-exceeding vehicles must be treated until up to standard with a specified time limit. From 2007 on, the dual idle emission inspection shall be progressively implemented and then I/M system. * Control the increasing speed of the vehicle, especially the newly increasing taxis, motorbikes and mini motorbikes. 4.3.3.2 Motor vehicle tail gas control A motor vehicle emission control (MVEC) measures optimization study shall be carried in this project. The study shall review and evaluate effectiveness of existing MVEC measures and other technologies, policies and measures used elsewhere. A prioritized action items/measures shall be developed from the study for motor vehicle control in Fuzhou City. Two measures of controlling the tail gas from vehicle shall be listed ahead of the above action plan and carried out during the construction of this project. They are.as Guangzhou Research Institute of Environmental Protection 2002.02 29 follows: * Purchase and use a movable environmental air monitoring minibus and a movable tail gas monitoring minibus to enforce the I/M system. * Increase 2 fixed automatic air monitoring stations and a central control room to promote the environment and air quality inspection system in Fuzhou. 4.3.3.3 Improvement of public traffic Establish the information management and dispatching system of urban public transit in Fuzhou to improve the level of public transit management and service; take policy of placing public transit in priority; The implementation of these measures shall effectively reduce the pollution of tail gas from vehicle in Fuzhou and have positive significance in improving the environment and air quality of Fuzhou. 4.3.3.4 Road improvement The two sub-projects of road maintenance as well as traffic control and safety in this project aim at taking full advantage of road resources, improving road and traffic conditions, and increasing the flat level of the road surface through managing and engineering measures, such as establishing area traffic control system (ATC), intersection channelization, setting separate belt of vehicle and non-vehicle. They also aim at decreasing vehicle start-stop frequency and increasing vehicle traveling speed. The implementation of these measures shall largely mitigate the pollution of tail gas from vehicle in Fuzhou. 4.3.4 Landscape This project shall protect the trees and green belts along the both sides of the road reconstructed and expanded to the utmost, as well as plant trees and grass by the two sides of the newly built road according to different structures of the roads. Fuzhou Landscape Bureau shall be responsible for carrying out the work. 4.3.5 Sunlight Continue to strictly control the height of the buildings by the two sides of the roads as well as the distance between the sunlight sensitive buildings and the red line on the road. 4.3.6 Water environment Maintain the rainwater pipelines on Kuiqi Bridge surface to prevent the runoff from Guangzhou Research Institute of Environmental Protection 2002.02 30 discharging down into the river; manage the buffer pools built on the both sides of Kuiqi Bridge so that the possible leaking contaminant shall be led into the pools and be disposed. Further improve the layout of drain pipeline all over the city, enforce the management on the sewage disposal equipment in the public transit terminals and head and end bus depots to make the discharge of sewage up to the standards. 4.3.7 Brief summary Table 4.3-2 summarizes the proposed measures and the responsible organizations for implementation during the operation phase to minimize the potential environmental impacts. Discussions have been made on the most concemed issues of the public and the countermeasures have been proposed, as shown in Table 4.4-1. Environmental monitoring program In order to acknowledge effects of all mitigation measures, to respond to some unexpected environmental issues in advance, and to verify accuracy of the environmental impact prediction, environmental monitoring program will be especially developed during the construction and operation phases. Environmental monitoring program should be worked out according to different phases including duty of data collection and analysis, and report requirement etc. Objectives of environmental monitoring program are to evaluate effectiveness of the mitigation measures, to respond to the unanticipated environmental issues at an early stage in the period of "Two Roads & One Bridge" project construction; Complying with the monitoring data, draw up policies, improve transportation administration and revise or amend environmental measures. Proprietors will entrust. Fuzhou Environmental Monitoring Department to carry out this work. 5.1 Monitoring sites Environmental monitoring sites in the phases of construction and operation: 16 environmental monitoring sites of environmental noises, 7 sites of ambient air, I vibration sites; no sites for water environment, only 3 routine monitoring sections. Please refer to Table 5.1-1 and Table 5.1-2. Testing items of ambient air: N02, CO, TSP, PMIO; time and frequency of sampling; I year's construction, and 3 years' operation, 3 years in total. I day monitoring every quarter, continuous 5 days sampling every time, taking 4 samples of N02 and CO at 6:00,10:00,14:00,18:00 every day, while consistently taking samples of TSP and PMIO for 24 hours, and the cost of monitoring will be decided at the time of entrusting. The routine monitoring data from routine monitoring section in Kuiqi and Aofengzhou Waterworks will be employed in the monitoring of water quality. Noise is at equivalent continuous A-weighted sound pressure level (Leq) in monitoring. Monitoring cycle and sampling time: I year's construction, and 3 years' operation, 3 years in total, 3 days and nights each quarter, once respectively at daytime and at nighttime, the cost of monitoring will be decided at the time of entrusting. Vibration is to monitor VLzIO. Monitoring cycle and sampling time are the same as Guangzhou Research Institute of Environmnental Protection 2002.02 34 noise's. Monitoring methods: (1) In compliance with national environmental monitoring methods. (2) Entrust professional monitoring departments with monitoring qualification and technology strength. Environmental monitoring data is pretty valuable for the future environmental management, by checking the data, we are able to detect if the changes of environment quality are consistent with the expected results, and also the data provides scientific foundations for formulating and revising environmental administrative measures in the future, furthermore, it is helpful to set up file and data base management, and to work out reports of environmental monitoring analysis and assessment. (1) Report contents: Original.data (including parameters, test sites, monitoring time, environmental conditions in monitoring and monitoring institutes), statistical data, analysis and assessment of environment quality, signatures of responsibility. (2) Reporting frequency Submit a comprehensive report each quarter, and a general report every year. Programs of environmental management and monitoring Road engineering will always have impact on environment in its construction and operation. According to natures of the project itself, although the environmental impact range is large and the extent is relatively profound, its impact has particular timeliness, along with accomplishment of the engineering, such impact will be ended too. However, the impact occurring in operation is long-term. Therefore, we must reinforce environment protection management, take effective monitoring measures, and minimize environmental impact. Guangzhou Research Institute of Enviromnental Protection 2002.02 36 6.1 Environmental protection management institution's setting, personnel, configuration and training 6.1.1 Configuration of full time administrative personnel for environmental protection in "Two Roads & One Bridge" project Two full time administrative personnel for environmental protection(one with a senior professional title and the other with an intermediate professional title) will be deployed in all projects management institutions in South Jiangbin Road, the 3rd ring road(phase III) and Kuiqi Bridge project, they two will be responsible for daily administration of environmental protection in "Two Roads & One Bridge" project, dealing with complaints of environmental impact and emergent environmental pollution accidents, and maintenances of pollution prevention and treatment measures etc. The construction unit should also configure 1 - 2 environment management personnel. Please refer to table 6.1-1 concerning the structure and personnel of environment management. Table 6.1-1 Configuration of Structure and Personnel for Environment Management in South Jiangbin Road, the 3rd Ring Road (Phase III) and Kuiqi Bridge Project Departments Personnel configuration Responsibilities Fuzhou municipal Two full time professional Responsible for entire environment construction personnel of technology management development management for corporation environmental protection Each construction unit Personnel for Responsible for management of environment protection construction environment within the management range of project contract 6.1.2 Environment protection functions of administrative institutions Besides the fundamental management like operation, dispatch and maintenance of the project itself etc., the functions of administrative institutions in South Jiangbin Road, the 3rd ring road (phase III) and Kuiqi Bridge project should include the environmental protection functions listed as below: 1 ) Accomplish environmental education and propagation, improve environmental protection consciousness and technologic standards of managers and staff at all levels, enhance duties of environmental pollution control, consciously devote for creating a nice environment, impel the development of environmental protection, especially be responsible for trainings of environmental Guangzhou Research Institute of Environmental Protection 2002.02 37 knowledge to the environment administrators from the project contractor. 2) Formulate environmental management measures and operation procedures of pollution prevention and treatment facility in the construction and operation of this project 3) Cooperate with Fuzhou administrative competent department of environmental protection to carry out environmental management, supervise and inspect the work; cooperate with the administrative departments of environmental protection to figure out various environmental pollution accidents etc. 4) Recommend further scientific research project and mitigation work on the basis of problems occurring in the operation of " Two Roads & One Bridge". 5) Cooperate with institutions as Fuzhou Environmental Protection Bureau, Public Safety Bureau etc. to work out regulations and requirements for the motor vehicles entering into " Two Roads & One Bridge", and have sample investigation on the let of exhaust gas and noise of motor vehicles according to these regulations and requirements. 6) Take emergent reaction and treatment to the traffic accidents relating to environmental pollution (for example the leak out in the transportation of dangerous chemicals etc.) 7) Deal with complaints from the residents and enterprises along the line of" Two Roads & One Bridge", and work with local environmental protection department to solve those problems. 6.2 Environmental management 6.2.1 Environmental management in construction In order to effectively control environmental pollution in construction, not only do the construction quality and progress manage, but also supervise and inspect civilized construction, fulfillment of mitigation measures of environmental impact and implementation of contract items concerning environmental protection in the phases of construction. (1) During the overall contracting of the project, the employer should list environmental protection measures, which are taken in construction, in the contract documents, and require construction unit to implement them strictly, and carry out rewarding and punishment system. (2) The construction unit should carry out construction on the basis of contract items and each environmental protection rule and law produced by national and local government, as well as have civilized construction and protect environment in the light of each environmental protection measure and suggestion proposed in the Guangzhou Research Institute of Environmental Protection 2002.02 38 statement of environmental assessment. (3) Entrust the supervision department with competent quality to deploy full time supervision engineer of environmental protection, and the engineer will supervise the construction unit to fulfill each environmental protection measure in construction. (4) Construction unit should configure full time (part time) environment administrators at each construction site, and they will take care of site control and management of various sources of pollution, particularly strict control of construction facility with high noise and vibration, and its construction time. (5) Accomplish propagation. Due to the limit of technologic conditions and construction environment, even take relevant controlling measures, the environmental pollution caused by construction is still unavoidable. Thus, the construction unit should well accomplish propagation to the residents along and in the effected zone so as to improve their psychological bearing ability to the inferior impact, as well as acquire understanding, overcome temporary difficulty and cooperate with construction unit to complete the project smoothly. (6) Implement environmental assessment of demolition resettlement addresses chosen for the residents beforehand, carry out scientific planning, and perfect corollary installation so as to ensure living standards of the residents to be relocated. Deal with public complaints and appoint a special person to solve problems within a time limit, and handle public complaints appropriately. 6.2.2 Environmental management in operation period Environmental management in operation is a long term work, and it must have a perfect administrative institution and system, and all rules of environment supervision and management must be well developed on this basis, carry out routine maintenance and testing of each environmental protection facility so as to ensure normal operation; according to the environmental monitoring results, formulate plans of improving or amending environmental protection measures. 6.3 Training program For improving levels of professionals and administrators, we need to further enhance their professional skills and administration methods following the items listed in table 13.1-2. Propose 4 persons who are in charge of environmental monitoring in Fuzhou Environmental Protection Bureau and 2 persons from office of World Bank, 6 persons in total to participate training abroad. Guangzhou Research Institute of Enviromnental Protection 2002.02 39 The environmental consciousness and professional knowledge of environmental protection that the contractor is qualified with are quite essential to ensure successful implementation of the environmental action programs. Training styles include lecture course of technology, visit (environmental management institutions, research institutes, universities), practical investigation (environmental facilities and projects), acquiring practical experience by having discussions and practicing in the environmental consultant company This training program will enhance trainees' technologies, abilities of administration and operation. Study means of enviromnental assessment and monitoring of urban traffic project; acknowledge skills of motor vehicles' test and its pollution control. The training will completely improve trainees' technologies for implementing "Two Roads & One Bridge" project and other projects. Guangzhou Research Institute of Environmental Protection 2002.02 40 6.3.2 Domestic training program The training program for the contractors participating the construction and operation of "Two Roads & One Bridge" project is awfully important, without proper environmental consciousness, knowledge and necessary skills of implementing mitigation measures, the contractors are unable to implement environmental protection measures effectively. The detailed environment conditions and requirements are as follows: I. Under the same condition, priority will be given to the bidder who has got a certification of ISO 9000 quality system and IS014000 environmental quality system. 2. Bidders for construction must have a special environment protection division, with at least 1 full time person and 2 part-time persons in charge of environmental matters. Detailed description about the environmental protection staff should be incorporated into the bidding documents. For example, the documents must include the environmental organization, authority, obligation, responsibility and the equipment, and a detailed list will be made to clearly show the environmental staffs number, name, sex, age, profession, education, working and training experience. 3. Bidding documents must describe the construction equipment's type, number, running time, maintenance system and responsible person as well as their running noise level. The running noise level must be within the scope that permitted by the state environment inspection department, and the time and method of equipment maintenance must be described in detail. The staff responsible for the equipment must provide training to site workers so as to ensure the equipment to the used in a proper way. 4. The construction bidder must strictly abide by the official letters titled "Notice on Prevention and treatment of Environmental Noise Pollution in the Construction Working Site in City Proper" and "Management Process for Civilized Construction of Architecture Project of Fuzhou City" issued by the People's Govemment of Fuzhou City, and reasonable arrangement for construction site and construction time must be described in detail in bidding documents. Construction during 22:00-6:00 is firmly forbidden unless specifically permitted by the People's Govemment of Fuzhou City. If continuous construction is urgently needed for special requirements, it should be reported to Fuzhou Environmental Protection Bureau for permission 3 days before implementation, and a public notice should be made to inform the affected units or residents in Guangzhou Research Institute of Environmental Protection 2002.02 42 order to win their understanding and support. Particularly, if the construction affects residents' resting or teaching and studying in schools, it will be absolutely forbidden during 12:00-14:00 and 22:00-6:00 in any cases when university and high school entrance examinations take place. 5. The constitution bidders must list in detail the environmental protection measures in bidding documents, particularly include the following requirements: * Protecting fence must be erected around the demolition and construction site if necessary. * Construction signs must be shown in construction site, and the construction plan must be submitted to traffic management bureau 15 days ahead of construction. * Complain telephone numbers, including that of construction unit and supervision unit, must be clearly shown on board at gate of every construction site, near sensitive receptors and the affected residential area. * One or two persons should be assigned by each construction unit to assist police to manage and disperse the traffic at some heavy traffic or other special intersections. * At least one person should be assigned to spray regularly the construction site with water to reduce the flying dust. Spraying frequency depends on whether. Normally, the construction site should be watered 3 times a day at peak hours (7:30-8:30 in the moming, 12:00-1:00 at noon and 5:30-7:00 in the evening). In sunny summer days or windy days (exceeding 3 scale), water spraying should be happened every 2 hours. The use of striking piling machines such as steam, diesel and hammering piling machines must be reported in advance, and is also with time limit. * All the huge construction structure elements used for the project should be prefabricated off-site and then transported to the site for installation. * Vehicles transporting materials such as cement, building materials and debris will be covered with tarpaulin and the wheels will be cleaned with water before running out of the handling yard. The transportation route will avoid the residential quarters and sensitive receptors. All construction materials will be stored on special yards by categories and types and kept by special persons. The discarded materials will be removed out of the Guangzhou Research Institute of Envirorunental Protection 2002.02 43 site to reduce space occupation and traffic inconvenience. In bridge construction, the construction unit should treat mud water with simple filtration and precipitation as well, and mud water is prohibited to be directly discharged into Minjiang river or inland rivers along the line, meanwhile, the construction unit should strengthen management and realize civilized construction, respectively build rainwater diversion channel and filtration & settling basin within construction scope along two banks. * Stacking of building materials and debris is prohibited at the entrance of drainage system, and the sludge will be removed regularly to prevent choking of the drainage channel. * Hire or designate a debris transporting truck which will remove the debris at construction site at least 3 times a day to the appointed site. Tarpaulin will be used for transportation to prevent debris' falling along the transportation route. * Full consideration will be taken by engineering designers for the existing green land along the project roads, and different options will be taken according to the realistic conditions to protect the existing green land. * Any reconstructed road will be conducted in a half-closed way, providing passage for pedestrians, bicycles and public transport buses on half of the roads. In no cases should construction equipment, building materials or debris occupy the passage. * Special environment protection measures will be taken in some special sections: 1) Construction for school neighboring sections will take place in summer vocation or other holidays; 2) During the construction of some elevated roads, safety passages will be opened for pedestrians and bicycles near some units. Temporary roads or bicycle lanes will be built for pedestrians and bicycles; and in some densely populated areas, the construction will be speeded up by concentrating construction. * As for the residential areas which are separated by resettlement, new enclosure wall will be built within one month after the demolition so as to reduce the unsafe affections from outside. 6. All environmental cost must be included in the related engineering budget. It will not be calculated as compensation cost. 7. Having won the bid, the construction unit must assign at least 3 full-time or part-time environmental staff to be trained by Fuzhou Environmental Protection Guangzhou Research Institute of Environmental Protection 2002.02 44 Bureau, and the training will last 5 days at least. A certification for training will be provided to those who have been trained and passed the examination, and only with such a certification can the bid-winner start the construction. 8. The construction unit must strictly abide by related construction laws and regulations, and adjust the constructing work timely according to the improving laws or regulations. 9. The construction bidder must commit the following obligations: * During the construction period, comply with the management and requirements from the Project Office, Environmental Supervision Team and Inspection Agency. * Any adverse effects on environment or residents, including pollution accidents, will be handled in accordance with the requirements from the agencies mentioned above.
