Progress has been made on all components. Climate-resilient road improvement contracts under the year 1 work plan have been completed, and the remaining two contracts, which are currently 75% complete, are scheduled to be completed in June 2021. Year 2 work is 38% complete and is expected to be completed by December 2021. PBC contracts are being implemented. Institutional strengthening has also progressed, with MPWT’s five-year plan and Road Safety Audit Manual completed and approved. The second wave of the COVID-19 outbreak has impacted the progress of some project activities – particularly the civil works in Year 2 and NR13 S due to delays in importing construction materials, the mobilization of international consultants due to travel restrictions, the disbursement process, and the coordination among the agencies. The government still allows local workers to work on sites, but the contractors must be in full compliance with the government guidelines on COVID-19 control. More remote work and online communication will be used by government staff (at the central and provincial/district levels) to collaborate with consultants, and World Bank/other financiers/donors involved in the project. There remains a need to improve the disbursement of counterpart funding for PBC, timely data collection for the M &E, internal control mechanism for financial management, and coordination among agencies in the development of ICT tools.
