Has the Project Development Objective been changed since Board Approval of the Project Objective? Yes Board Approved Revised Project Development Objective (If project is formally restructured)PHRPDODEL The (new) WRD-SEM APL 1 Development Objective is: to enhance regional coordination and improve water resources management in the Niger River Basin. Components Name Component 1: NBA Institutional Strengthening and Capacity Building:(Cost $10.73 M) Component 2: Rehabilitation, Optimization and Development of Regional Infrastructure:(Cost $134.62 M) Sustainable Management of selected degraded ecosystems and rehabilitation of small water infrastructure.:(Cost $40.65 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Satisfactory  Satisfactory Overall Implementation Progress (IP)  Satisfactory  Satisfactory Overall Risk Rating  Moderate  Substantial 12/30/2016 Page 1 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Niger Basin Water Resources Development and Sustainable Ecosystems Management Project (P093806) Implementation Status and Key Decisions The Project has closed on June 30 2016 in Mali, Nigeria, and Benin as well as the Niger Basin Authority activity. Niger having been closed earlier on, it is now only Guinea for which activities are still under progress. Progress towards the achievement of the PDO is satisfactory with tangible achievements completed in all the countries, notably Nigeria, where the two major dams on the River Niger were rehabilitated (power generation and/or safety) thanks to the project. As far as Guinea is concerned, the fact that the estimated cost of the two studies for the Fomi dam was significantly higher than the remaining budget made it compulsory to split the technical studies into two, focusing on the update of the feasibility and the phase 1 of the environmental studies. The disbursement ratio is satisfactory at 91%. The Bank liaises with the Niger Basin Authority to speed up the implementation of the Niger River Basin Management Project, which is supposed to provide assistance on decision making and quality control for the Fomi dam studies. 12/30/2016 Page 2 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Niger Basin Water Resources Development and Sustainable Ecosystems Management Project (P093806) 12/30/2016 Page 3 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Niger Basin Water Resources Development and Sustainable Ecosystems Management Project (P093806) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Moderate  Moderate Macroeconomic  --  Moderate  Moderate Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Moderate  Substantial Fiduciary  --  Moderate  Substantial Environment and Social  --  Moderate  Moderate Stakeholders  --  Moderate  Moderate Other  --  Moderate  Moderate Overall  --  Moderate  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Percentage of activities implemented according to the Niger Basin Sustainable Development Action Plan (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 75.00 89.42 100.00 12/30/2016 Page 4 of 10 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Niger Basin Water Resources Development and Sustainable Ecosystems Management Project (P093806) Date 29-Nov-2007 19-Nov-2014 10-Jun-2016 31-Dec-2017 PHINDPDOTBL  Number of legal instrucments adopted by riparian integrated water countries for integrated water resources management at regional level.
