The five-year Burkina-Faso Higher Education Support Project, approved by the World Bank Board of Executive Directors on July 10, 2018, became effective on December 19, 2018, and it is expected to close on September 30, 2023. The Project’s development objectives are to: strengthen higher education institutions to increase access and deliver quality education in priority subject areas. Progress by Component: The project has three main components. Progress by components is summarized below. Component 1. Enhancing Access to Higher Education: Establishment of the Virtual University of Burkina Faso 7/25/2020 Page 1 of 9 The World Bank Implementation Status & Results Report Burkina Faso Higher Education Support Project (P164293) The February 2020 supervision mission positively appreciated the Government’s decision to allocate the former World Bank-funded distance education center to Virtual University of Burkina Faso VU-BF as a provisional seat. In view of the investments requested on this site and for the sake of sustainability, the mission strongly recommended that this decision be made final in order to reduce the risk of expropriation in the future. In view of the Project’s proposal for the rehabilitation of the premises, IDA hired a project infrastructure consultant to analyze and reassess the cost estimates sent to IDA. The supervision mission of June 2020 reemphasized the following recommendations: (i) ensure the effective start of training in October 2020; (ii) the recourse by VU-BF, in the first instance, to the acquisition of ready-made content (content that are already in use in other higher education and research institutions) which will certainly need to be reviewed before being deployed. The mission reiterated its comments during the various missions. It is essential that the UV-BF creates the conditions for its start-up. There is therefore a calendar imperative, which requires that it have a road map which would allow the various stages to be set for an effective start of the UV-BF to be set. Following the call for expressions of interest for the supply of computers, two suppliers were selected, agreements were signed on March 3, 2020 and an official ceremony with the President of Burkina Faso was organized on April 30, 2020 to officially launch the program with a first discount of computers on May 28, 2020. In sum, to date, the “One student, one computer” program comprises: (i) 55,062 eligible students; (ii) 11,519 students enrolled; (iii) 9,131 expressions of interest; (iv) 3,604 grants awarded ; and (v) 133 computers delivered and 800 in the process of being delivered . In view of the enthusiasm of the students for this program, the mission authorized the Project to use the stock of the remaining seven thousand (7,000) computers that was supposed to be delivered in project year three. Component 2. Strengthen higher education institutions and support innovations. There is also a low implementation of programmed activities due to the reorientation of the competitive funds mechanism (sub-component 2.1) towards a performance contracting approach for the benefit of public education and research institutions, but also the COVID-19 pandemic which led to the closure of all schools. No significant progress has been made since the February 2020 mission. Nonetheless, the Bank’s task team continues to work closely with the Government to devise creative ways to ensure the implementation progress improves in the coming months. Sub-component 2.1. Competitive Funds. The implementation of the performance-based contracts (PBC) approach in the context of competitive funds has continued since the last supervision mission (February 2020) with : (i) training and development of activities for the PBCs of all higher education and research institutes; (ii) analysis of the first versions of PBCs; and (iii) ongoing exchanges with universities to stabilize versions, etc. The next steps can be summarized as: (i) validation of the PBCs drawn up; (ii) submission of PBCs to IDA for advice; and (iii) organization of the PBCs signing ceremony with universities ready to start. Due to the COVID-19 pandemic—which led to the closure of the borders (no travel in country possible for the consultant for example) and schools—the consultant supports the HEI remotely and this slows down the process of finalizing performance contracts. Sub-component 2.2 - Developing the Faculty in Higher Education Institutions (HEI). No activity has yet started due to the fact that other components (VU-BF) and sub-components (Competitive Funds), to which this faculty development activity is connected, have not yet started. Terms of Reference (TOR) for the training of 240 teachers on topics, such as interactive teaching and its requirements through sharing of promising experiences between teachers, open and distance learning, professional ethics and conduct of teachers-researchers in higher education institutions, are finalized and the training scheduled to take place in four sessions in January 2020 was postponed due to the closure of schools and will be rescheduled for the next school years and the TOR will be revised based on the national quality assurance strategy and the national qualification framework for higher education that is being prepared. Sub-component 2.3 - Strengthen Quality Assurance in HEI. The consultant in charge of the execution of the contract relating to the development and implementation of a national quality assurance strategy and a national qualification framework for higher education began his mission on June 8, 2020. Regarding internal quality assurance unit (QAU), the establishment of quality assurance unit (QAU) in all public higher education institutes is noteworthy. However, the capacity building of quality assurance unit (QAU) members in quality assurance (awareness campaigns, training sessions) and support to QAU for training sessions and outside meetings could not take place due to the COVID-19 pandemic. The mission recommended to centralize the QAU training and equipment activities in sub-component 2.3, in order to avoid their inclusion in the performance contracts of the higher education institutes. . Sub-component 2.4 - Strengthen HEIs Management Capacity. A consultant for the development of the organizational and functional diagnosis of the HEIs has been identified and the next steps are the signing of the contract and the execution of the contract before validation of the study to be produced. The recruitment of technical assistance for the establishment of an integrated higher education platform on Campus Faso was carried out with a little delay due to the COVID-19 pandemic and the obligation to work remotely. Component 3. Project coordination, management and implementation activities. The following reports were received within the time frame: (i) financial monitoring; (ii) internal controls; and (iii) independent audit. In addition, the external audit report is expected by June 30, 2020.
