Key issues that bear on creating an autonomous institution have taken longer than expected to address and resolve. One key to implementation progress is a fully functioning Presidential Board for the Vietnamese-German University (VGU). A stronger Presidential Board will help provide the needed guidance for the implementation of the Project. Initial efforts to devise a sustainable financial plan have been made, but much work remains to be done. Progress has been achieved with regard to the hiring of key faculty and administrators, especially in filling a Vice Presidential vacancy on the Presidential Board. Active dialogue with stakeholders (such as the Page 1 of 4 The World Bank Report No: ISR14929 German development partners and the Ministry of Education and Training (MOET)) is stimulating discussion about the research plan for the university, but several issues remain to be resolved. Finally, the Campus Construction Working Group (CCWG) (which includes the Project Management Unit (PMU) and the key consultants responsible for campus design and construction under Component 3) has been inaugurated and is working intensively, which is a welcome development.
