The Bid Evaluation Report for the Malla Norte contract is not yet finalized pending due diligence related to bidder qualifications. All procurement and implementation activities have been affected by COVID-19 related closure of the PIU offices. Technical assistance for update of the road asset management system and traffic counts are in different stages of procurement. Road Safety remains a critical issue and additional attention to monitoring and enforcement of safety measures and speed limits by the Traffic Police is needed. 6/29/2021 Page 1 of 8 The World Bank Implementation Status & Results Report PY Transport Connectivity (P147278) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Substantial Substantial Moderate Macroeconomic Moderate Moderate Moderate Sector Strategies and Policies Substantial Substantial Moderate Technical Design of Project or Program Moderate Moderate Moderate Institutional Capacity for Implementation and Substantial Substantial Substantial Sustainability Fiduciary Substantial Substantial Substantial Environment and Social Substantial Substantial Substantial Stakeholders Moderate Substantial Substantial Other -- -- -- Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes Reduce transport connectivity costs and improve road safety along selected paved road sections IN00934090 ►Average reduction in travel time along two project corridors (Route 1 and Route 3) (Minutes, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 158.00 158.00 158.00 134.00 Date 01-May-2014 26-Nov-2021 03-Jun-2021 28-Jun-2024 The current phrasing for the indicator name, as stated in the PAD, refers to a reduction in travel time, whereas the baseline and target values refer to absolute travel time values. The national classification system for routes has been changed, so Route 1 and Route 3 should be referred to as Malla Sur and Malla Norte, respectively. Comments: The indicator should be rephrased as "Average travel time along two project corridors (Malla Norte and Malla Sur)" in an eventual restructuring. This can also be used to formalize the inclusion of sub-indicators for each corridor, which allow to provide disaggregated data for a more precise assessment. This can be modified in an eventual restructuring, which can also be used to formalize the inclusion of sub-indicators for each corridor, which allow to provide disaggregated data for a more precise assessment. Comments: In this update, fatalities values correspond to: - Supervising consultants' 2020 statistics for Malla Sur. - Highway Patrol 2020 statistics for Malla Norte (undercount). AADT data is provided by the Road Planning Directorate (DPV-MOPC) for 2018. This would not represent a reduction of the original Comments: outcome, as another indicator will be included to provide data on the progress towards the achievement of the second part of the PDO. Therefore, the description should be adapted in an eventual restructuring: "Road safety plans will be Comments: prepared and approved in agreement with municipalities, ANTSV and MOPC.". Currently, 5 Road Safety Urban Plans have been identified and the PIU has prepared some initial basic designs which have to be further developed prior to approval.
