Has the Project Development Objective been changed since Board Approval of the Project? Yes No Component(s) Component Name Component Cost Comp. 1: Strengthening Regional Centers of Excellence 20.70 Comp.2: Support to Technology Generation, Training and Dissemination 41.00 Comp.3: Improved Availability of Seeds and Livestock Germplasm 20.80 Comp. 4: Project Management and Coordination 7.50 Overall Ratings Public Disclosure Copy Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Low Low Implementation Status Overview Implementation Progress of EAAPP in all the program countries continues gathering satisfactory momentum and is moving in the right direction to meet its development objective (PDO). The program is registering encouraging results in the areas of applied research on the four EAAPP commodities (dairy, cassava, rice and wheat). The program reported the generation of more than 100 TIMPS (technologies, innovations and management practices) in the four Regional Centers of Excellences (RCoEs). More than 75 demand driven and gender responsive agricultural technologies were disseminated using 14 regional technology uptake pathways to beneficiary farm households. Investments in training and capacity Page 1 of 8 The World Bank Report No: ISR11156 building efforts were also satisfactory. To date, a total of 276 researchers and more than 34,700 stakeholders have been training in different disciplines. Efficiency in the research- extension-farmer-linkage is improving and more than 3057 tons of improved commercial seeds were produced and sold during the reporting. In addition, as part of the regional integration efforts, encouraging policy harmonization activities were undertaken during the reporting period. Accordingly, ASARECA, in Public Disclosure Copy collaboration with the EAAPP program countries, managed to review 6 relevant policies, laws, regulations and/or procedures leading to effective harmonization. Coordination of regional research and development among and between implementing institutions is registering encouraging result. The program reported that more than 32 regional research projects were implemented during the reporting period. EAAPP as a regional program was successful in disseminating 71 improved agricultural technologies to more than one EAAPP member country. ASARECA’s technical and operational backstopping supports are much appreciated and should be strengthened further in areas of policy harmonization, knowledge management, gender mainstreaming and up scaling efforts. The post-MTR activities and agreed actions are on track. Moreover, the decentralized implementation arrangement and management of the regional collaborative efforts are also registering satisfactory results. However, as part of focusing on the bigger picture of the PDO, more emphasis should be given towards up-scaling of selected technologies to wider groups of farmers and deepening of regional integration. Market linkages along the value chain of the commodities and efforts on agribusiness interventions should be key focus areas to ensure sustainability of the EAAPP investments.
