This will be achieved by improving the quality and reach of services for GBV survivors through a helpline, promoting greater awareness among key stakeholders and strengthening the capacity of National Women Commission (NWC). The pilot Project, launched in 2016, had a slow start leading to a restructuring that extended its closing date to July 15, 2020. Due to the COVID-19 ensued lockdowns hindering its implementation, the Project was extended until January 15, 2021. Further, the Project was granted its final extension until July 15, 2021 allowing for planning and coordination with GBV stakeholders to ensure the Helpline service was fully integrated into the NWC regular structure. The Bank Team found that the Project has considerably exceeded all of its original targets in the PDO level indicators. The Project has made an outstanding achievement with the Helpline service established as a multi-sectoral GBV platform integrated into the NWC’s regular structure from FY 2021/2022. Started as a pilot in only four districts, the Project currently provides services nationally. The #1145 Helpline provides toll-free 24-hour services for GBV survivors[1] across Nepal. Of all the calls received, over 4976 services were registered as cases[2], disaggregated by gender, age, location/districts and typology of violence and perpetrator. The NWC has provided 1207 legal, 698 psychosocial, 194 shelter and 227 child protection services through its partner CSOs as of 30 May 2021. Till date, over 100,000 clients have accessed Helpline, and 100% service referrals resulted in service utilization, far exceeding the end target of 40%. Since the onset of COVID-19 pandemic, the Helpline proved to be the most convenient and reliable referral service for remote legal and psychosocial counseling. The Central Management System (CMS) data showed significant rise in calls related to domestic violence – over 1530 calls between March 2020 and June 2021. The digitized CMS is fully established and owned by NWC as a referral mechanism, and data management. Going forward, the Helpline management has been fully institutionalized within the NWC structure and budget. The government has allocated additional budget to cover the operation cost of Helpline and the related services from the next FY. To operationalize the Helpline with minimum disruptions after Project closure, the NWC has prepared a ‘Sustainability Strategy and Plan’. [1] The Helpline has provided 15,003 integrated services to 25,012 clients, well above the target articulated in the Results Framework. These services include information, psychosocial and legal counseling, shelter services, children services, referrals to police, hospitals as well as linked referrals (outside partner organizations). [2] A case is registered if any service other than an information service is provided e.g. mediation, psychosocial counseling.
