This is primarily due to the following key reasons: (a) political turmoil in Mali since end-March 2012 has significantly affected implementation of the Malian component of the project; (b) continued slow implementation of all civil works sub-component in Ghana; and (c) slow implementation of the regional transport facilitation activities of the project largely due to the political crisis in Mali. This means that the overall implementation for the project is now rated 'moderately unsatisfactory'. Assuming a full resumption of activities in Mali, and much improved performance of the civil works sub-component in Ghana, the implementation rating for the project could still be upgraded back to 'satisfactory' by end-2012. Page 1 of 5 The World Bank Report No: ISR7897 As of mid-August 2012 disbursements had reached about US$85 million against a Project Appraisal Document (PAD) target of about US$140 million. The reason for the continued disbursement lag is the delayed implementation of the civil works component especially in Ghana compounded by the recent political turmoil in Mali. For the current World Bank fiscal year (FY13) projected disbursements should be around US$60 million which is substantially of the FY13 PAD projections.
