Following the popular uprising late October 2014 a transitional government was set up with a new President and a new cabinet. Despite the changes at the ministerial level including a new prime minister, a new minister for Social Action and Social Solidarity, and a new Secretary General for Social Action and Social Solidarity, the strategic and policy framework for social protection and social safety nets remains stable including the National Council of Social Protection (CNPS) housed the Prime Ministry. Technically, the project PMU also remains unchanged in the MASSN. After a couple of months of delays caused by the aftermath of the popular uprising at the end of October the project has now started to implement. The delays were mainly caused by the blocking of the counterpart funds and the temporary suspension of IDA disbursements. Consequently, some preparatory activities for the selection of villages and households in the Nord region where the project will start were delayed. Despite these difficulties, the PMU was nevertheless able to move forward on a number of important activities, including recruiting a number of key staff for the project, and the Bank team congratulates the PMU for these important efforts. The main conclusions of the January 2015 implementation support mission were: a. Implementation of cash transfer program. The first cash transfers to around 13,000 targeted beneficiary households in the Nord are planned for August 2015. In order to meet the timetable, some steps of the work plan are critical, including planning, consolidation and selection of villages; selecting the firm and preparing the logistics to undertake the data collection needed for targeting and establishing the household database ; and the recruitment of the payment agency to perform the cash transfers to targeted beneficiaries. The mission drew the Government's attention on the need to move quickly on these implementation aspects to avoid longer delays. b. National social protection coordination. The Bank mission and the safety net project PMU discussed with different stakeholders on the technical cooperation for the implementation of the project. The mission found that the Cadre Sectoriel de Dialogue for social protection chaired by MASSN can serve as an important vehicle for information sharing and communication between stakeholders in the sector.
