With the Tianhe Pumping Station completed, the reliability of Bengbu’s water supply is improved by better water storage regulation and has now risen to a 90 day emergency supply, meeting the target. Reduction of flooding in project areas has been largely achieved with the completion of seven of nine storm drainage pump stations and associated drainage networks. With the completion of the other two pump stations in another two months (August 2015), the increase in the area of Bengbu that is protected from flooding by storm water runoff, now at 86%, should reach the target of 95%. A satisfactory engineering compromise was reached as an alternative to dredging Longzi Lake involving compatible works under another Bank-financed project. Improvements in wastewater management have been fully achieved with completion of wastewater collection networks in Bengbu City, Huaishang District, and the three counties of Wuhe, Huaiyuan and Guzhen, and transfer of wastewater from Huaiyuan to the Huaishang wastewater treatment plant. COD pollution load reduction is now 2,846 tons/year which compares well to the revised target of 2,690 tons/year. Regarding the activities geared toward improving the sustainability of environmental services, the technical assistance to make recommendations on institutional reforms to optimize the efficiency of wastewater sector agencies has been completed after significant delays and the Bengbu Municipal Government started to take actions that have been agreed, though much later than originally envisaged. To introduce load-based charges for better management of industrial wastewater treatment, a professional management company has been selected to operate of wastewater treatment plant built for the Mohekou Industrial Zone. However the key performance indicator for break-even for water and wastewater services has not been met, although the municipality is providing adequate subsidies. The completion mission is scheduled for July 2015 and the final implementation completion report should be completed by December 2015. Overall Comments Except "Increase of the Area of Bengbu that is protected from flooding by storm water runoff (%)" only reached 72.9% of its targeted value due to the delay of commissioning of Wangxiaogou and Wuxiaojie Pump Stations, all other Project Ojective Indicators achieved their targeted value. Upon the completion and commission of Wangxiaogou and Wuxiaojie Pump Stations in July and August 2015 respectively, all the PDO indicators will achieve their targets.
