The project continues to show strong collaboration between the Ministry of Education, Youth and Sports (MoEYS) and the Bank. Transparency and accountability continue to feature strongly in all project activities and the government has complied with all legal covenants to date. The MoEYS technical teams, in consultation with Bank team members, have completed several key steps to advance the project further in the implementation stage. After the slow initial start-up, project implementation is now on course, with a solid, accelerated work plan set for 2015. Many activities related to early- childhood development, primary/secondary scholarships, school health, national assessments, EGRA, results based monitoring and evaluation (M&E), and construction of the state pre-schools and primary/secondary schools have made good progress. However, the procurement process for the community pre-schools has not been processed successfully. Now the Ministry has changed their procurement methodology to community participation. The next mission will be organized jointly with MoEYS and other Development Partners in March 2016.
