Foreword The EAP (Third Version) for Suichuan lingking road of Gan-Yue Expressway (Taihe-Ganzhou Section) is compiled on the basis of the EIA (Third Version) for Suichuan linking road of Gan-Yue Expressway (Taihe-Ganzhou Section). The mitigation measures, monitoring and training plan have been discussed and have gained consensus among the Wner, the design unit, resettlement office and environmental management departments and Jiangxi Provincial Expressway Management Bureau. The EAP of this project will be organized for implementation by JPCD. While Jianfxi Provincial High-Class Highway, the World Bank Loan Project Office along with the Resettlement Office of Suichuang County Communications Administration will be in charge of the environmental protection measures in the design, construction and operation phase. Major Unfavorable Environmental Impacts (1) Ecological Environment (Including Soil erosion and Water environment) (OLand occupied by the road is about 818.4 mu, whose types are paddy field, dry farming land, pond, woodland and wild land etc. The road construction will make agricultural economy suffer a certain loss, but cannot have obvious impact on the distributing pattern of land and vegetation. (Z This proposed road is an improvement on the old road. Therefore, the impact on the landform caused by works as roadbed cutting and earth/stone filling is relatively small. O According to the survey. there are no wild animals sanctuary. neither distribution of rare and endangered animals and plants in the districts along the proposed road. The main impacts of this construction on vegetation are the woodland , fruit trees, flower. grass. bush and crops within the land acquisition area during construction. Meanwhile. aaricultural produce will also suffer from artificial felling. uprooting. burying and treadina. These impacts above can be mitigated by plantino ® At the road construction stage and in the first year of road operation. the excavated slope along the road will produce a certain amount of soil and water loss. However. as this road is rebuilt on the old road. the design. construction, completion and acceptance of protective works will keep pace with the main works, so actual soil and water loss is verv small. In addition. the road planting -ill make partial slope restore its veaetation and reduce its soil and water loss. 0) At the bridge construction and operation stages. the impact on water body is smaller. ) The impact of the proposed road on the surrounding channels. ponds and agricultural irrigation sy stem etc is not great either. (2) Acoustic Environment ()he construction noise caused by hauling vehicles and road making machinery has a quite big impart on the people in the area close to the construction site (within -2- 50m): So the construction at night-time impact the rest of the residents. In addition day time construction has great interruption on schools within 150m from the central line of the highway. (ZZhangtang primary school close to the proposed highway will exceed by 3.8-5.9dB in operation phase. (3) Ambient Air Construction road and the secondary dust exert pollution on the ambient air surrounding. (4) Social Environment Olnevitably. the construction of proposed road will occupy some land and farming land, but its impact is little on the whole. By means of land adjustment and allocation as well as conversion of land use value, impacts caused by land occupation on agricultural economv. can be reduced. 0 It is necessary to do well removal and resettlement. And the policies of removal and resettlement stipulated by the local government must be carried out conscientiously. As this road is not a closed one. it has little impact on their living convenience of residents along the road. (5) Cultural Relics The Owner shall enhance the promulgation of cultural relics. protection measures should be taken promptly in case there are underground cultural relics discovered in construction. (6) Comprehensive Assessment As described above, the development. construction and operation of this project will have a certain unfavorable impact on ecological environment. residents' living and school teaching in the region along the road. However. so long as the mitigation measures presented by this report are really put into effect. the unfavorable impacts produced can be effectively controlled and reduced to the minimal extent borne by environment. The layout of road is rational. the occupied farming land is less due to utilizing old road. and the social / economic benefit of this project is remarkable. Therefore. it is considered that the construction of proposed road is feasible. based on this assessment. -3- 3. Environment Mitigation Measures 3.1 Design Stage 3.1.1 Rational selection of alignment In alignment design of the road, it tries to occupy less farmning land, divert from sensitive locations as schools and villages. The design of bridges, culverts, drainage ditches has taken into consideration the flood discharge capacity of river, and not destroy local irrigation system. 3.1.2 Ecological Restoration The planting works design has been going along the main works and be completed simultaneously. Priority has been given in design to the local shrubs, bushes, grass and plants for the purse of restoring the vegetation. 3.1.3 Conservation of Soil and Water Subgrade drainage and protection work has been designed, such as, intercepting trench. side ditches. berm, retaining wall. grid fence. etc. which can not only stabilise the subgrade but also prevent from soil erosion (see subgrade protection and planting design drawings) 3.1.4 Water Pollution Drainage system has been designed to prevent pavement runoff from being discharged directly into sensitive water body. Those ponds, canals occupied or cut by subgrade has been rebuilt or redesigned. 3.1.5 Noise Impact In accordance with the environmental assessment results. Zhangtang primary school will build sound barriers in construction phase. These have been included in the design documents . 3.1.6 Fly Dust Pollution Quarries and borrow areas shall be located far wav from the residential quarters. Select the rational hauling route for the materials as far as possible so as to avoid the fly dust impact on the habitants. 3.1.7 Resettlement Suichuan County Resettlement Offices has been set up to solve the resettlement issue and formulated the RAP for this project. The Institute of City and Population of Jiangxi Nornal University is employed as an independent supervisor. Details refer to the RAP. 3.1.8 Public Participation In the alignment of the road. environmental protection, resettlement. we have consulted with along-the-road governments. non-governmental organisations. rural -4- committees, collectives and even individuals to solicit their opinions so as to gain support from the public 3.2 Construction Stage 3.2.1 Ecological protection T To enhance workers' awareness of environmental protection of natural resources and not to damage wild life no to cut trees. (© Construction vehicles shall run in detour roads, not in agricultural fields and woodlands. ( Solid waste and living sewage shall be collectively treated and cleaned away 3.2.2 Water and soil conservation (3 the earth-stone works shall avoid July- the storm season; (Z Ladd platform construction method will be adopted so as to prohibit random excavation on the slope; d) Reduce the damage to the vegetation and plant on time so as to restore vegetation in the work site; 0 In cut road section, a platform for heaping soil and broken rock should be set up outside the side ditch and intercepting ditch shall be set on the slope of the cut. 3 Set aside the original surface soil if the borrowing area in woodland and reclaim back after the completion of the construction. 3.2.3 Water Pollution Waste is prohibited to be discharged into water body so as to prevent water pollution. 3.2.4 Noise Control (0 If large-size, residence exists within lOOm from the construction site. hich-noise machinerv shall be stopped from 22:00 to 6:00. The larger-size residences are Dongtang (K7-550). Zhangtang (KIO+200). Meijiang township (Kl 1+350). Shaoxi (K 1>1+200). WanneiWannei Yangcun (K 11+900). Zhuzitouxia (K'0-- 100). 0 At the day time construction. it is necessary to take the temporary shielding measures on the construction site within 150m where there are schools (Hongshan Central Primary School (KO+600). Zhangtang Primary School (K10+100). Sheshang primary school (Ki3+550). so as to prevent the construction noise from impacting on the teaching. Meanwhile. the noise-monitored points are arranged at the sensitive locations on the sides of construction site. 3) The hauling road should be far away from schools. hospitals and residents concentration area. and can not pass through the locations sensitive to acoustic environment. If there is no way to avoid. temporarv measures shall be taken or some economic compensation through consultation with the local residents. Meanwhile. noise -5- monitoring shall be carried out for hauling road at Nanxi Township in Taihe county, necessary measures shall be taken in accordance with the monitoring results. 3.2.5 Ambient Air () The construction sites and quarries shall be sprinkled frequently or covered .The contractors shall take sealed covering measures to prevent spill over when hauling easily flying materials. Meanwhile monitoring points shall be set up for supervision to prevent TSP exceeding the standard. The bulk materials bank shall be 200m away from the sensitive places as schools and residential quarters. () In dry season or without raining for a long time, the contractors are required to spray water on temporary roads. In addition, the monitored point close to the temporary construction road is arranged to make a random examination. Once any problems occur, they should be solved in time. 3.2.6 Transport Management (D During construction. traffic management should be enhanced. Effective measures should be taken to prevent accidents. (Z Temporary road shall be built first before the construction of intersection works so as to ensure the normal traffic. 3.2.7 Cultural Relics During construction. the Cultural Relics Law should be forcefully publicized. Should any relics be found during construction, work should be stopped and report immediately to local relics authority for identification. Construction may not continue until the authority handle with it. 3.2.8 Workers Health 0 The solid waste and living sewage should be cleared and properly disposed. ) For the health of the workers. the contractor shall adopt shift-w-orking time for those who are operating high noise machines and provide helmets and earplugs. 3.2.9 Public Participation Complaint telephone number for environmental complains should be conspicuously marked at the construction camp. For complaint problems. the local environmental department shall be contacted and such problem should be handled within 48 hours. 3.2.10 Execution of "three simultaneousness"(de*iX, omrnxion and ompkein simulharmush) The above measures shall be implemented bN contractors and specified in bidding documents. 3.3 Operation Stage 3.3.1 Ecological restoration (Soil and water conservation) Planting works will be completed simultaneously with the main works to prevent wvater and soil erosion. In which. planting 2660 tress in waste areas. grass of 1915 m2. -6- turf of 1477 m2, and 7509 trees at the both sides of the road. 3.3.2 Water pollution Water quality monitoring plan will be carried out and supplementary measures shall be taken in accordance with the monitor results. 3.3.3 Noise Mitigation Measures (1) The acoustic environment monitoring will be carried out at Dongtang, Zhangtang, Meijiang village, Wannei Yangcun, Zhuzitouxia (Xitou) and Hongshan central primary school; ambient air monitoring will be carried out in Meijiang town, then based on the monitored results, the proper environmental protection measures should be taken. (2) Sound barrier (take into consideration the fence wall of the school) will be built at Zhangtang primary school to alleviate the noise impact. The sound barrier is of 1 50m in length. 2.5m in height at a cost of 180,000 yuan. (3) At the road sections where schools stand. "LOW SPEED" sign board or overpass bridge should be set up to protect the safety. (4) It is suggested that planning authority would not consider new residences within 5Om from the roadside, nor schools and hospitals or other buildings sensitive to acoustic environment within lOOm from the roadside. 3.3.4 Ambient Air Pollution Control ) Planting at both sides of the road will improve the ambient air quality along the line. 0 NOx monitoring plan will be carried out in Meijiang Township and supplementary measures shall be taken in accordance w ith the monitor results. After the implementation of the above measures. the unfavorable impacts of this project will be minimized to the acceptable level. 4. Environmental Management Organisations and Responsibilities 4.1 Implementation Organisation Jian-xi Provincial Communications Department is responsible for the organisation of the environmental management for the proposed road and Jiangxi Provincial High-Class Highway Administration (JPHCHA) is in charge of the specific implementation of the environmental management work.. The organisations of the environmental management in the construction and the operation period are shown in Figure 4-1 and Figure 4-2 respectively. The Planninog Division of Jiangxi Provincial Communications Department is responsible for the environmental protection work in this sector in the province, -7- including formulation of environrnental protection measures and rules, the provincial environmental protection plan and supervision of the implementation of the environmental protection plan. The World Bank Loan Project Office of JPCD, Jiangxi Provincial High-Class Highway Administration (3 persons) and Suichuan County Traffic Administration (3-6 persons with one envirorunmental expert) are the executive organization of this project. The main responsibilities are to deal with the environmental issues in construction and operation phase, for Suichuan linking road. Such as environmental management and resettlement in construction and operation, checking the enforcement of environmental terms stated in the contract, assisting the environmental engineer in signing monitonng contract with local EMS, checking the implementation of monitoring plane and reporting to higher authority. The noise monitoring work in construction phase are to be carried out by the supervision engineer; TSP and water monitoring are to be delegated to Ji'an prefecture monitoring station. And the environmnental monitoring work in operation phase will also be carried out by Ji'an municipal monitoring station. Environmental Monitoring Plan (1) Purpose and principles Based on the environmental impacts listed in the EIA and the mitigation measures in this EAP, an environmental monitoring plan has been worked out as to provide accurate environmental information of this project. to check the effectiveness of the mitigation measures and take correcting action when necessary. (2) Monitoring items According to the environmental impact forecast and assessment results, the items to be monitored in the operation period are TSP and construction noise. In the operation phase are traffic noise.NOx and water environment. (3) Environmental monitoring organization In construction period. noise monitoring shall be undertaken by the supervision engineer. The rest environmental monitoring work shall be contracted out to the Ji'an Municipal Environmental Nlonitoring Station (EMS). To ensure implementation of the monitoring plan. the Project owner shall enter into contract before the construction with the EMS concerning the monitoring in the construction period; and shall enter into another contract before the hand over of the completed highway with the EMS concerning the monitoring work in the operation period. -14- (4) Environmental monitoring plan The environrmental monitoring plan is summarized in Table 4-2. (5) Cost estimation of the environmental monitoring equipment and fee The noise monitoring instruments in the construction phase will use those purchased for Taihe-Gangzhou main line, therefore, no separate noise equipment cost budget for this linking road. The total environmental monitoring fee amounts to 120,000 yuan . Cost in the construction period is about RMB60,000. of which RMB20,000 is for noise monitoring: RMB30,000 for air monitoring; RMB 10.000 for water quality. The environmental monitoring fee in the operation period is about RMB60,000. of which RMB20,000 is for noise monitoring: RMB20.000 for air monitoring; RMB 20,000 for water quality. (6) Monitoring report system The environmental monitoring report system is shown in Figure 5-1. The Jiangxi Provincial Communications Department shall submit the environmental quality monitoring report once every quarter during construction phase and once every six months in operation phase to the World Bank. Management Strengthening and Environmental Training Plan To enhance the organizational management ability for this project. a training plan has been worked out for Taihe-Ganzhou expresswav (the main line) for the relevant environmental personnel. The linking road will send one environmental supervision engineer and one from the contractor for training (see Table 6-1).
