Mongolia was approved by the GPE Board of Directors to receive a Catalytic Fund Grant of US$10 million. The project became effective on March 6, 2012. Overall implementation focuses on the construction of fixed kindergartens and the provision of mobile ger-kindergartens for nomadic families. To date, there has been significant physical progress at all construction sites since the construction season began in March 2014 and most kindergartens are now operating. All kindergartens are expected to be finished this construction season. The project closing date was extended for 12 months to allow for the completion of the two kindergartens in Baganuur and support the project in fully meeting its development objective. A third party monitor was retained to assist the Ministry of Education, Culture, and Science with construction supervision. This fluctuation is the result of a swift expansion of the preschool-age population in these areas and boom in the fertility rate in the country (a rapid expansion of the indicator’s denominator). The 2-5 age group population grew by 15,200 children between 2012 to 2014 in urban areas (5.2% annually). The development of new public non-project kindergartens created access for 1,800 children between 2012 to 2014, but this has not met the speed of population growth in urban districts, and hence the fluctuation. The GPE funded kindergartens account for close to 10% of all the public kindergartens and about 4% of the total enrolled children at the public kindergartens. PDO Indicator-4: 91.2% of the parents rated services at the mobile ger-kindergartens as “good” or higher (a 3 on a 5 point scale). PDO Indicator 5: 64.5% of the all beneficiaries are herders who have unstable earnings and 8.0% are unemployed. Intermediate Result Indicator 2: The project delivered all 100 mobile ger kindergartens as originally planned. The number of state-provided non- project ger kindergartens, however, fell during the life of the project, and hence the target of 811 was not met. This was because the state budget for operating mobile alternative classes (e.g. teacher salaries and meals) decreased to address the budgetary shortage for urban fixed kindergartens in urban areas where preschool-age population had been rapidly increasing.
