The mission focused on reviewing compliance of the Disbursement-Linked Indicators for the second review period, following an initial disbursement of $20 million in December 2013 against DLIs for the first review period. The DLIs to be met during this second review period and for subsequent review periods require provinces to implement activities using GoV government funding and to report in an accurate and timely manner on implementation progress and the achievement of specific results. The mission included provincial visits on the part of the Bank team to review the status of these provincial activities and results. Page 1 of 4 The World Bank Report No: ISR15522 On March 17, 2014, MOET submitted to the Bank its second DLI report for the three results areas: expanded full day preschool enrollments, improved capacity for preschool quality assurance and strengthened preschool teacher and manager professional expertise (DLIs 2, 4, 5 and 7). MOET reported that satisfactory progress has been made in the areas of school self-assessment and professional development training. Minor progress was made in increasing full day preschool enrollments -- enrollments increased from 73.7 in 2012 to 74.7 in 2013, while MOET has not yet effectively ramped up its preschool external accreditation program. The Vietnam National Institute of Education Sciences (VNIES), the Public Disclosure Copy contracted independent verification agency (IVA), received MOET's report and conducted its performance verification field visits in April - May 2014. The verification report was submitted to the PMU and World Bank on May 29, 2014. The report is currently being reviewed by the task team. Subject to verification, the Bank will release $26 million for disbursement in the coming weeks, bringing the total disbursed to $46 million out of $100 million following the second of four annual review periods. The Bank's support mission identified inadequate funding of some activities at the province, district and school levels as constraints to achieving the government's full day preschool objectives. The inadequate funding included specific project level activities, such as training and accreditation, and investments that are the responsibilities of MOET or local authorities, such as civil works improvements and school lunch preparation staff. MOET will work closely with the Ministry of Finance and provinces to make sure that GoV funding commitments are adequate to allow Vietnam to achieve its full day preschool goals during the project period.
