The project objective is to increase access to skilled care among poor women living in rural and disadvantaged areas during pregnancy and delivery. The Project comprises two components: (a) Package of Safe Delivery Services to Poor Pregnant Women; and (b) Capacity Building and Project Management. The Project is expected to support 132,400 pregnant women to deliver under skilled attendance through a subsidized voucher scheme offering a package of safe delivery services consisting of: four antenatal visits, safe delivery, one postnatal visit, treatment and management of selected pregnancy-related medical conditions and complications (including caesarian sections), and emergency transport. Due to the earlier delays in project approval and effectiveness, this is the first full year of project implementation and overall implementation is progressing well. Implementation rollout has been completed with a total of 253 health facilities contracted (125 health facilities in Eastern Uganda and 128 in South Western Uganda); 44 percent of the health facilities are public and 56 percent private. Project performance has greatly improved with 11,507 deliveries conducted in July-September compared to 1,540 deliveries in the previous quarter, and 21,959 women attending at least one ante natal care visit. As of September 30, 2016, the project supported (a) 13,000 assisted deliveries, (b) 31,000 women to attend at least one ante natal visit, and (c) 2,743 women to obtain postnatal care. While about 20,000 pregnant women tested for HIV, uptake for HIV testing is low as is post-natal care.
