The proposed project objectives are to raise rural incomes through improved agricultural exports and farm revenues for project beneficiaries. The key outcome indicators will be as follows: (i) Increased volume of supported agricultural exports by 40%; (ii) an average of 50% increase in incomes of supported producers, processors and traders. Baselines will be established during project preparation. The project will support initiatives to improve quality of produce for domestic/export markets, assist in strengthening marketing organizations at the producer level as well as private trade engaged in domestic marketing and export, support value addition, and provide limited support for filling critical gaps in infrastructure along the value chain, generally in conjunction with initiatives supported by Government/other donors. Works on all three components of feeder roads (rehabilitation, maintenance and spot improvement) continued albeit the disruption caused by the Ebola outbreak. Over 61% of the phase 2 feeder roads are 100% complete; 24% are between 85-99% complete; 15% of the contracts have been terminated due to poor performance and slow pace of work. Appropriate proceedures (as per the contract provisions) were taken to terminate these contracts. Other achievements include: (i) the construction of 18 district/community markets has been completed and work is in progress for the remaining 4 (four) markets and these will be completed on time before the project closes; (ii) the construction of cassava and fish processing centers is completed for all 27 cassava and fish processing facilities; the facilities have all been handed over to the communities for use; (iii) cocoa exports have been significantly reduced due to the outbreak of the Ebola epidemic in Sierra Leone in general and the three key cocoa producing districts in particular (Kailahun, Kono and Kenema) were hard hit. Restricted movements due to quarrantines affected timely harvest of the cocoa. At the end of last year, the cocoa cooperatives were only able to export 75Mt and were unable to meet the target of 500 mt. However, since January 2015, the cooperatives have exported 554 mt valued at over Le 7 billion (about US$1.4 million). The project has also linked rice cooperatives to WFP where they have been able to supply 30 mt of milled rice (from two cooperatives in Kambia and Port Loko districts. In terms of progress towards the PDO, the project is on track with all targets already surpassed (details in the Aide Memoir, Annex 3).
