Implementation Status and Key Decisions
The Additional Financing of USD 4.64 million to respond to COVID-19 had been approved in July 2021 and signed in August 2021.The Bank team
reviewed the overall financial and physical progress of the project. The current disbursement is USD 7.41 million or 59 percent of the total grants
(original and AF), or 93 percent of the original grant. The current expenditure is USD 6.06 million or 48 percent of total grants. The project has made
considerable achievement on outcome indicators. With respect to PDO indicator 1 (productivity of targeted crops increased by at least 20 percent in
project areas), the project has achieved 20 percent by midterm, exceeding the pre-AF end of project (EOP) target. With respect to PDO indicator 2
(increase in both volume and value of produce marketed by at least 20 percent), the project has achieved 8 percent volume increase and 17
percent value increase, meeting or exceeding expected achievement at midterm. With respect to PDO indicator 3 (number of direct project
beneficiaries), the project has now reached 7,523 beneficiary households, or 63 percent of the total targeted households.

1. Fast-track the implementation of the Additional Financing activities to aid in mitigation of and recovery from the negative impacts of
COVID-19.
2. Finalize the development of the group monitoring database and household-level database of project benefits; and ensure that these are
leveraged to enhance the activities around strengthening/forming famer and producer groups, and to promote the equitable distribution of
project benefits.
3. Realign the BCC content towards agriculture and household diets, clarify the role of the CRPs and enhance their training and incentives,
and fast-track the BCC roll-out.
4. Monitor closely the finalization of key infrastructure under Component 2 (irrigation distribution networks) and Component 3 (farmer sales
outlets or FSOs), with close attention to COVID-19 constraints.
5. Address key procurement constraints, including the hiring of a new Procurement Specialist via the FAO-TA and the designation of an
RGoB official to support the procurement activities under FSAPP.
6. Streamline various data collection exercises including the fielding of the annual outcomes survey (AOS), the use of the RNR Statistics
data, and the roll-out of the WB-IFPRI independent impact evaluation.
