The component aiming to strengthen the institutional environment of the education sector has contributed to the development of a basic education strategy. Its adoption by the Government in March 2010 is providing a solid foundation for the gradual implementation of the fee-free policy in primary education. Significant achievements were made in terms of textbooks distribution while the implementation of classroom rehabilitation program has improved over time. These have contributed to the Government efforts to improve the sector performance. It is noted an increase in the completion rate (from 54% in 2008 to 60% in 2010) and an improvement in gender equity (percentage of girl to boy of 80% in 2008 to 93% in 2010). The gross entrance rate for the first year of primary also increased slightly from 115% to 116%. The gross enrollment rate remained at around 91% in 2008 and 2009 and increased to 94% in 2010. With the positive institutional development in the sector, alternative measures have been found to unblock project financing of teacher salaries and school operating costs. The project is being restructured to enable the disbursement of related expenditures. The process is to be completed by mid-March 2011. This will be assessed and operationalized during the coming months so as to avoid further delay in the implementation of the relevant component.
