The project has almost achieved its development objectives. At this point, 94% of the total project of $160 million has been disbursed. All contracts for civil works have been awarded. As of September 30th, 2020; 929,500 people, representing 109% of the end-of-project target (EOPT), had gained access to piped water. And 86,940 students (100% of the EOPT of the project) had gained access to improved sanitation services in school as of September 2020. Regarding the sector reform, the financial equilibrium is restored. It should be noted that the last restructuring of the project has changed the indicator “Restoration of the financial 10/22/2020 Page 1 of 7 The World Bank Implementation Status & Results Report Urban Water and Sanitation Project (P117365) equilibrium of the urban water sector (Yes/No, Custom)” and replaced it with the indicator “Water sector financial equilibrium improved (Percentage of turnaround mobilize, Custom)” . The end project target of this new indicator is 80% of SPEN turnaround. the likelihood of the achievement of 80% is high as important financial resource entry is expected. The financial sustainability of the sector is currently restored thanks to the project and DPO support to the sector reform that allows for part of the clearance of SPEN Debt. The level of the projected turnaround recovery as of October 15th is 72%. However, the restoration of the financial viability of the urban water sub-sector is important to have a certain predictability for its medium and long-term development, as per the objectives set by the reform. Due to continued postpone of the tariff adjustment, the team is working to leverage the DPO to help support sector financial sustainability. Three main agreement to highlight in DPO: (i) a plan to clear the arrears of 2017, 2018 and 2019 of SEEN and SPEN, whereby Government will pay SEEN and in turn will Comments: clear the fees with SPEN by November 2021; (ii) Government will appoint appropriate staff to the independent regulator set up in May 2019, so that the water sector regulation body will be operational; and, (iii) Government will proceed with a tariff adjustment plan as per the regulator proposition by 2020.
