            Notice of Additional Contribution to the International Bank for
         Reconstruction and Development, as Trustee of the Trust Fund for the
                 Least Developed Countries Fund for Climate Change
                                  (MTO No. 069004)

Dear Mr. Reinermann,

1.      Reference is made to the Arrangement between the Government of Canada acting through
the Department of Foreign Affairs, Trade and Development, (DFATD) (formerly, the Minister of
International Cooperation of Canada, acting through the Canadian International Development
Agency (CIDA)) (the "Donor") and the International Bank for Reconstruction and Development
(“IBRD”), as trustee (the “Trustee”) concerning the Least Developed Countries Fund for Climate
Change (the “LDC Fund”) (MTO No. 069004) effective December 4, 2002, as amended (the
“Arrangement’). Defined terms used in this Notice and not defined herein will have the meanings
given to them in the Arrangement.

2.    Pursuant to paragraph 10 of the Standard Provisions, we are pleased to inform you that the
Donor agrees to make an additional contribution in the amount of Seven Million Five Hundred
Thousand Canadian Dollars (CAD 7,500,000) (the “Additional Contribution”), as a grant to the
LDC Fund.

3.      The Additional Contribution will be administered by the Trustee in accordance with, and
subject to the terms of the Arrangement, and will be used for the purposes described in the Standard
Provisions in respect of the LDC Fund. The Donor authorizes the Trustee to use the Additional
Contribution for such purposes.

4.      The Donor will deposit the Additional Contribution, payable in cash in Canadian Dollars,
into such bank account designated by the Trustee promptly following signature of this Notice and
upon submission of a payment request by the Trustee.

5.     When making such deposit, the Donor will instruct its bank to include in its payment detail
information (remittance advice) field of its SWIFT payment message, information including the
amount paid, that the payment is made by the Donor for MTO No. 069004 (the Least Developed
Countries Fund for Climate Change), and the date of the deposit.

6.     The Trustee will disclose this Notice and related information on the LDCF in accordance
with the World Bank’s policy on Access to Information. By entering into this Not ice, the Donor
consents to disclosure of this Notice and related information on the LDCF.

7.     All other terms of the Arrangement will remain the same.

8.     Please confirm your acceptance of the Additional Contribution by signing and returning a
copy of this Notice.
