After a long delays, the contractor has now been granted access to quarry site and borrow pits. However land acquisition in the remaining section continues to be slow. Currently ERA is working on 9km section to clear the land for construction. Status of implementation of associated projects: This is now the fourth time that Bank team visited the Modjo-Hawassa road (all four Lots). During the visits the team met and discussed project implementation issues with the contractors and consultants. The progress varies from Lot to Lot: while Lot 1 (AfDB section) and Lot 2 (Korea Exim Bank) are at 70% and 40% progress respectively, Lot 3 (World Bank) and Lot4 (China Exim Bank) are at early stage of construction. 4/7/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Ethiopia- Expressway Development Support Project (P148850) Social safeguards: there are GRMs in place in all Lots. The team also noted that contractors' and consultants' staff in all Lots have signed Code of Conducts. Currently the Bank team is working with ERA to standardize CoC that can be used in all ERA road projects. Monitoring of implementation of safeguards: The independent consultant to monitor implementation of safeguards in all 4 Lots is now on board. The consultant has already visited the project (all Lots) and is expected to produce its first report and performance monitoring and community engagement plans by end of March 2019. The consultant will monitor the implementation of safeguards in all Lots and produce a report on a quarterly basis. Technical assistance to Government: Two consultancy service contracts were signed in the last two months: consultancy service to design an Intelligent Transportation System (ITS) along the Modjo-Hawassa corridor (ERA), and a consultancy service for a road safety audit on selected corridors (MoT). The technical assistance to ERA and Ministry of Transport (MoT), including hiring of a consultant for an ITS master plan and to support the Addis-Adam Toll Road Enterprise; and piloting road safety enforcements on selected corridors are at advanced stage with a plan to conclude the procurement before end of the FY. In addition, to strengthen the capacity of the MoT and National Road Safety Council (NRSC), 3 individual consultants for each sate ministers, and 15 staff for the NRSC are going to be hired in the coming 4 weeks. These expert are expected to help MoT on road safety issues and other technical areas.
