Disbursement is still delayed but has increased from 40% to 55% since the last ISR was archived on March 10, 2019 and is expected to increase up to 60.06% in Q1 FY19. Component 1 (Construction of Modern Grain Storage Silo Facilities) is proceeding with slight but growing delays in the construction of silos contracted through package W-3. Progress is around 35%, with construction falling behind schedule due to the occasional slowdown of activities, for example due to unexpected holidays, unavailability of manpower, and delays in the delivery of inputs (like cement) by suppliers. The construction of silos under W-3 will not be finished before the project’s June 30, 2020 closing date. The production and distribution of household silos is advancing very well. Around 370,000 household silos have been distributed to targeted household beneficiaries. The remaining 133,000 household silos will be distributed by December 31, 2019. The household silos are an innovative element in the Modern Food Storage Facility Project and their use will be monitored to learn lessons about low-cost household storage strategies. In component 2 (Support for Food and Market Planning and Monitoring Program), the policy work outsourced to IFPRI is now proceeding well. IFPRI expects to finish 16 of the 20 studies by March 2020, and to complete all of them before the closing date of June 30, 2020. Under the Food Stock Market Monitoring System, the contract has been signed for supply, installation and commissioning of computers and accessories, and maintenance support (Package GD-26). The bidding documents are under revision with Project Management Unit for the supply, installation and commissioning of data center, connectivity, networking, software development, helpdesk etc. (Package GD-27). Under component 3 (Project Management, Construction, Supervision, Technical Assistance, Training and Strategic Studies): (i) bid invitation will be done by December 2019 for the construction of the Food Monitoring, Research and Training Center; (ii) progress is at 40% for the construction of 6 Laboratory Buildings; (iii) Supply, installation and commissioning of the 15 Digital Truck Weigh Bridges for Strengthening Directorate General of Food operational efficiency have been completed and have already been commissioned. The following key agreements were reached: 1. Completion of the remaining works within the contract end dates. 2. The Project Management Unit to revise the environmental impact assessment reports of the remaining five locations after site visit by the Senior Environmental Specialist and submit to the Bank for review by July 31, 2019. 3. Update the cost table for taxable good and services in the context of recent changes in Finance Act 2019, by July 31, 2019. 4. Set up a realistic timeline is drawn for the construction progress of steel silos in Mymenshing, Modhupur and Ashuganj sites, by July 31, 2019. 5. Senior Environmental Specialist of Project Management Unit to regularly visit the project sites and ensure strict compliance of the Occupational Health and Safety issues during construction of the steel structures.
