2.	Purpose

The purpose of NEP is to create a conducive environment
for achieving National Development Goals through improved
policy-making, planning, budgeting, monitoring and
accountability in implementation. In addition, NEP supports
building evaluation skills and capacity across the country
by leveraging training institutions and civil society. The
implementation of the evaluation policy is an iterative and
adaptive process, requiring changes to improve application
and practice. The Policy is thus principle-based, offering the
required flexibility for implementation.
