Component 1: Rural and Small Towns Water Supply: All construction contracts are substantially completed with the exception of the water supply systems in Saboba and Chereponi. The installation of SmartTaps and Solar Systems are also ongoing. The project will provide safe water supply to estimated 362,994 people upon completion of all the works. The Community Water and sanitation Agency (CWSA) in consultation with the contractors and consultants working on the projects, have submitted a detailed action plan indicating the key outstanding activities will be completed by March 30. The high-level tank in Chereponi needs to be monitored critically since that is the contract with most activities outstanding. b. Component 2: Rural and Small Town Integrated Sanitation and Hygiene: The Project had, as at the end of January 2020, distributed 26,143 Digni-loo slabs (provided under the project to assist low income communities in the construction of household toilets) of which 15,393 have been installed and in use while 7,958 are at the super structure level. Additional 9,736 toilets have been constructed without Digni-loo. These combined with the 22,927 from the original project will bring total number of improved household toilets to 56,014. The number of ODF community reached 790 (of which 685 under the AF) while additional 68 communities are waiting for final verification exceeding the targeted 550 communities. All the 568 approved facilities in 224 schools have been completed using the Digni-loos provided under the project. c. Component 3: Institutional Strengthening: The establishment of a robust Sector Information System (SIS) to facilitate information sharing, coordination, and to enhance M&E roles among water and sanitation actors has been delayed and dropped due to the planned institutional reform in the sector which will affect the roles and responsibilities of the key sector institutions. The system was to provide real time information databases on access to water and sanitation services, performance of water supply and sanitation facilities sector investments, and O&M funding requirements vis-a vis tariff levels within communities. Given the ongoing initiative to establish a National Sanitation Authority which will affect the role of CWSA and other government institutions involved in the WASH sector, it is important that the MSWR integrates the establishment of the SIS along the institutional reform. There are 2 outstanding in Saboba and Chereponi which are about 97% and 90% completed respectively. Saboba will be completed by 8th April 2020 and Chereponi will be completed by 30th April so the target of 15 is achieved. Timely submission of clean unqualified FM audit reports. This will be fully achieved upon submission of the final audit reports. Current status is 0.85. There have been delays in the submission of acceptable quarterly reports. There have been delays in implementation of some of the sub-projects. There was a conflict in Chereponi which led to work being delayed for about 4 months. The project was extended to enable the completion of Chereponi as well as to complete the installation of solar panels and SmartTaps which were not originally part but were included for the long-term sustainability of the investments.
