It includes the findings of the supervision mission carried out in October 2019 and regular updates provided from the client until the present date. After the delays observed in the first two years of the project implementation (2016 and 2017), significant progress has been made and substantial results for DLIs have been reported for 2018. The IP/DO ratings continue to be MS/MS. The verification of the 2018 results was completed in August 2019. All provinces have completed the implementation of BCC and annual capacity development plans (DLI 1.1 and DLI 3.2). Furthermore, all 21 provinces’ Annual Program Plans, and Reports have been disclosed (DLI 3.1). 134 communes achieved CWS status for 2018 and 53,342 new household functioning water connections were achieved. These results are consistent with expected targets. The results achieved and verified represent USD 31.8 million available for disbursement to MARD. In the last 5 months, USD 23.4 million has been disbursed. Expected results for 2019: The GoV informed the Bank team that 66,703 new/rehabilitated water supply connections (DLI 1.3) are expected to be achieved and 190 CWS communes. Under DLI 2.1, the GoV reported that 9,495 households with Sustainable Water Systems are expected to be achieved during the current Program period. Although these targets are consistent with a satisfactory 2019 performance, the budget allocation to the provinces has been substantially delayed. As such, it is likely that the projected targets will not be fully achieved. The central agencies and provinces are putting in place an emergency action plan to support the provinces to achieve the results as much as possible. The results projections for 2019 will be updated in the technical mission planned to mid January 2020, and in the next mission, planned to early March 2020. Water sustainability: 2019 will be the first year in which the provinces need to report of the sustainability of selected water schemes. This is quite a challenging DLI due to the low capacity of local operators and low willingness to pay for water tariffs by the (remote) users. The MARD is recommended to intensify the Information-Education-Communication and capacity building activities to overcome these issues.
