In the long run, the project should contribute to increasing and diversifying rural household incomes and economic opportunities. It supports the development of a vibrant and diversified commercial agriculture as a means to move away from subsistence agriculture, which is often synonymous to poverty for a majority of rural households. Individual consultants operated on the field during the renewal period of the contracts until Public Disclosure Copy December 2010. Between January and April 2011 the project was managed directly by the Coordination Unit (UCP). Since Aapril, 1st 2011, all the Operators ( Technical assistance) are on the board. They participated to the mission. Objectives: the technical mission was held between May 2 and11 2011; it focused on project disbursement issues, the finalization of the annual program (PTBA), the preparation of mango and potatoes campaign and the sub-projects were implemented after December 2010. The M/E results permitted to up-date the result framework. 2. Finalization of PTBA (programme technique et budgaire). 1. Disbursement issues: the low disbursement of FY10 is due to delay registered on the procurement of technical assistance of the project. The operators are on the board since April 2011, disbursement starts improving. The rate is today 66.55% and is planned to be 68% at the end of June 2011 and 77% in December 2011. Disbursement plans are on the annex of the aide-memoire. The finalization was discussed with the new operators responsible for the implementation of this PTBA. It is mainly based on the recommendation of the MTR, the supervision missions following the MTR, and on the results of the main studies and actions plans prepared by the project. It is structured by #filiere# and includes the activities of different components. 3. Preparation of mango and potatoes campaign. Due to Ivory Cost problems the mango campaign started with difficulty. Tema, the Ghanaian port is far and not competitive. Dakar port requests adapted to transport equipment were not quickly available. The mission proposed an urgent mission to the Dakar port to solve transport issues. The issue was solved by the mission. At that time Abidjan port was also opened and the campaign was progressing. Regarding the potatoes #filiere#, the indebtedness of farmers was reduced and many of them were getting inputs credit. It remains to solve the problem of quality of seed. The mission recommended the production of seeds from imported seed (Tunisia) and support the experience made by The University of Katibougou. 4. Sub-projects implemented after December 2011 The project has implemented 46 projects in small type (TPE) during this period (190 against 144). These sub-projects have been formulated from the budget references and kits prepared by the project. The mission recommended a reparameterization of dairy production projects in the line of introducing crossbred cows in the startup.
