Has the Project Development Objective been changed since Board Approval of the Project Objective? No Coal-Fired Generation Rehabilitation (P100531) Global Environmental Objective (from Project Appraisal Document) A significant co-benefit of improving energy efficiency of the selected coal-fired power generation units is the reduction of greenhouse gas emissions per kilowatt hour of electricity generated. Has the Global Environmental Objective been changed since Board Approval of the Project Objective? No Components Name Component 1: Energy Efficiency R&M Pilots--IBRD:(Cost $136.16 M) Component 1: Energy Efficiency R&M Pilots--GEF:(Cost $37.90 M) Component 2: Technical Assistance--GEF:(Cost $7.50 M) 4/20/2017 Public Disclosure Copy Page 1 of 8 Public Disclosure Copy The World Bank Implementation Status & Results Report Coal-Fired Generation Rehabilitation (P100101) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Unsatisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Moderately Unsatisfactory Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions WBPDCL - The unit was synchronized in October 2015, and the commercial operation started in November 2015 after significant delays of about 18 months (from the original schedule) mainly due to technical surprises and contractual issues between main package (BTG) contractor (M/s Doosan) and its sub-contractors. As some technical and operational issues have been there during the operation of the Unit, the main contractor (M/s Doosan) had undertaken the shutdown of the Unit from June 17, 2016 to complete all the pending works and the Unit was successfully synchronized again on July 19, 2016. Its running at its full capacity since then (during peak hours) . Mahagenco (MSPGCL) - The R&M works at Koradi TPS is behind schedule. The Unit was handed over to the main contractor (M/s BHEL) in August 2015 for initiating the R&M works. With regard to project execution, the two major packages (BTG and electrical) have been awarded and the contractors (M/s BHEL and M/s ABB, respectively) are on board. The expected date of commissioning of R&M assets at Koradi TPS is now being estimated at July 2017. The Bank task team is closely monitoring the situation in Koradi with regular follow-ups and visits The TA work with HPGCL, WBPDCL, Mahagenco and CEA has been on track. As noted in the earlier update, a high-level roundtable with relevant sector stakeholders was organized by WBPDCL on April 4, 2016 in Kolkata to share the lessons learned, discuss about the experience from the R&M pilots, and assess the future role and benefits of pursuing R&M of old thermal power stations in India. A similar workshop will be organized upon completion of R&M works at Koradi as well. In addition, a South-South Knowledge Exchange Visit to South Africa was organized by WBPDCL from May 15-25, 2016 for officials from WBPDCL, MoP, Mahagenco, and HPGCL, to learn and understand more about R&M, related practices and similar experiences in South Africa. Restructuring of the project was carried out to extend the loan (and grant) closing date extension by one year, that is, till November 29, 2017, based on the request from the Government of India on October 26, 2016.
