  The Program Development Objective (PDO) is to increase the investment capacity of the Municipality of Casablanca, improve the business
  environment in the Municipality of Casablanca, and enhance access to basic services in the Program Area.

 Implementation Status and Key Decisions

  The virtual mid-term review was carried out in the course of November 2020. The program implementation progress overall remains satisfactory
  and is on track to achieve its PDO. The next implementation support mission is planned for May 2021.
  Up to November 2020, a total of EUR 163,3 million has been disbursed (94% of total loan amount), with significant progress under the different
  program areas. All results under the program are expected to be achieved by the end of the 2021, expect for : (i) DLI 1/ PDO indicator 1 where the
  initial target (40% increase in municipal own source revenues by end of 2021) is not expected to be achieved due to the impact of the crisis on
  municipal revenues (ii) DLI 4/ PDO indicator 3 where delays are excepted due to the restrictions imposed by the pandemic that slowed down the
  execution of civil works. Both issues have been taken into account under a restructuring of the Program under discussion.
