The patrol followed initial sea trials and verification of the vessel’s ability to launch and recover smaller boarding craft while at sea. Independently verified reports for 2015 and 2016 indicate that Tuvalu was successful in meeting project targets related to coverage, transparency and compliance with vessel day scheme (VDS) allocations and reporting. The VDS is a multi-country, regional system that sets tradable limits on fishing activities for key commercial species such as tuna and is central to efforts aimed at ensuring sustainable management of these fisheries. Good progress has also been made in the coastal component, particularly in implementing training and workshop activities and field survey activities. Diver training was conducted for eleven Tuvalu Fisheries Department staff to improve safety during surveys and fish aggregation device (FAD) deployments. Field surveys covering northern and central islands have been completed. Implementation progress is satisfactory and the project is expected to meet its development objectives. 6/26/2017 Page 2 of 9 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Pacific Islands Regional Oceanscape Program - Tuvalu (P151780) 6/26/2017 Page 3 of 9 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Pacific Islands Regional Oceanscape Program - Tuvalu (P151780) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  Moderate  Moderate  Moderate Macroeconomic  Moderate  Moderate  Moderate Sector Strategies and Policies  Moderate  Moderate  Moderate Technical Design of Project or Program  Moderate  Moderate  Substantial Institutional Capacity for Implementation and Sustainability  Substantial  Substantial  Substantial Fiduciary  Moderate  Moderate  Moderate Environment and Social  Substantial  Substantial  Substantial Stakeholders  Substantial  Substantial  Substantial Other  Moderate  Moderate  Moderate Overall  Substantial  Substantial  Substantial Results Project Development Objective Indicators PHINDPDOTBL  Number of days fished in a country’s waters does not exceed its agreed annual allocation of fishing vessel days (PAE), while the total regional allocation (TAE) remains within sustainable levels (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 107.00 100.00 100.00 100.00 Date 15-Feb-2015 15-Sep-2016 22-Jun-2017 30-Jun-2021 Comments Independently verified reports received in May 2017 confirm that Tuvalu met this target for both 2015 and 2016.
