Ratings of the progress towards achievement of project development objectives and overall implementation progress remain moderately satisfactory. The Government of RMI (GORMI) teams have made significant progress despite project management and COVID-19 constraints, particularly competing priorities and border closures. The implementing ministries, with support of the project implementation unit (PIU), central implementation unit, and National ECD Advisor, have continued to make steady progress on the ECD Program, specifically on: (a) hiring the Project Manager (PM) to facilitate greater coordination, implementation, and ownership. The PM has initiated project management tasks remotely and will finalize them in consultation with project teams on arrival in Majuro; (b) preparedness for interventions such as preschool opening, home visits, and conditional cash transfers (CCT) to start in quarter 4 of 2021; and (c) progress in completing select small works and purchasing equipment. 9/30/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Multisectoral Early Childhood Development Project (P166800) Disbursement: disbursements remain significantly lower than projected - $1.26 million or 9.5% was disbursed so far; learning curves on procurement processes and challenges in processing payments contribute to slower than anticipated progress. The PM committed to focus on the finalization of a number of contracts to speed up implementation and to escalate implementation challenges to GORMI and the World Bank task team to expedite program debottlenecking. There is incomplete ownership, understanding, and systems readiness (payment, fiduciary, and safeguards) to operationalize the CCT. GORMI and the World Bank agreed that a meeting will be conducted between the Ministry of Finance and the project team to ensure use of government systems and processes to the fullest extent possible and ensure all disbursement conditions of the financing agreement are met prior to the CCT payment.
