It finances activities key to sustaining selected gains from Croatia's justice-related EU accession benchmarks pertaining to Chapter 23 (Justice and Fundamental Rights). Ongoing and planned activities are on track, and over 90 percent of project funds contracted. Project activities focusing on the transformation and automation of business processes are having the highest impact in terms of improving efficiency and quality in courts and SAOs. During this reporting period, the new court rationalization reforms came into effect, and the number of courts and SAOs was reduced from 208 down to 116 in an effort to consolidate processes and balance workloads and resources. To complement these reforms, the project supported the rollout of a new ICT environment, including upgraded equipment and software that is helping to embed new work practices across the consolidated network. Support to personal bankruptcy reforms is gaining pace. The personal bankruptcy law has now been enacted, and the project can start supporting the rollout of the reforms. This is the first Bank-financed project that directly supports the improvement of prosecutorial efficiency. Notably, project impact has been significant in respect of activities supporting the State Attorney’s Office (SAO) due to the State Attorney General's strong ownership from the outset. Key positive results from the project include: (a) the prosecution Case Tracking System (CTS) has been rapidly implemented due to strong SAO technical capacity and ownership; (b) teething problems due to changes in criminal and civil codes/procedures (which needed to be reflected at short notice in the CTS) have been addressed; and (c) the CTS is already being used and staff training is intensifying. Progress has also been maintained on civil works support for the SAO. Both civil works contracts under implementation (Zagreb and Pula) have progressed due to close monitoring by the SAO. A new Annex to the SAO Headquarters is complete in Zagreb – houses the USKOK (special agency to combat corruption and organized crime) and highlights the strong complementarity between capacity-building programs of the SAO, the MOJ, the EU (which provided technical support to establish and train the USKOK) and the Bank (which provides support on ICT, capacity-building and physical facilities). In Pula, where an existing building was renovated and strengthened to house the both the SAOs and municipal courts, works have been largely completed and some minor adjustments are being made in order to secure an Operating Permit. Most recently the Ministry of Justice requested additional support and technical assistance for the introduction of a personal bankruptcy framework.
