It is now evident that the project will not be completed by 30 September 2011 which is the present grant closing date, as rehabilitation of distribution networks at Mazar and substation installation at Aybak is far behind the schedule. Suspension of pole delivery by Ministry of Energy and Water (MEW) for several months due to non-compliance of design standard, non-issuance of customs exemption certificate by Ministry of Finance (MoF), complexity around Page 1 of 4 The World Bank Report No: ISR2895 issuance/amendments of LCs and the overall security situation have caused the project to delay significantly. While majority works at Kabul distribution network rehabilitation are completed and there is all likelihood that Mazar substation will be completed by closing date, the recent follow up by the team with Ministry of Energy (MEW) and the project Public Disclosure Copy management firm (SMEC) revealed that the pending issues, some of which have re-emerged recently, will cause further delay in implementation of Mazar distribution and Aybak substation work. The project implementation progress has thus been downgraded to Unsatisfactory. Despite delay in overall implementation, digital energy meters under this project have all been shipped and installation of those are already in progress. This will help DABS to lower the system loss number significantly. Customer Care center has also been completed and handed over to DABS. DABS is now able to provide improved service to its customers through this center. Since the energizing of feeder 07 under Mazar distribution works on June 20, 2010, through which approximately 4,500 consumers were connected, the work has been delayed. Contractor has recently installed 17 transformers on Feeder 1 which will be commissioned and energized by 30 June 2011. This would connect another 6,000 consumers and relieve 5 MW load from old substation.
