The project became effective on October 17, 2012, after an extension of the original effectiveness deadline of July 23, 2012 agreed in the grant agreement. The project was officially launched on December 4, 2012 and is currently under implementation. The two main components of the project are Strengthening basic Public Expenditure Management and Improving Human Resources Management. Page 1 of 5 The World Bank Report No: ISR10011 Prior to the approval of the project some activities were initiated with support from the Project Preparation Facility (PPF) of the Grant (the Government of Guinea received an advance on February 9, 2012): (i) The Project Implementation Unit (UCEP) in the Ministry of Economy and Finance was fully staffed and became operational in September 2012. Public Disclosure Copy (ii) The PPF financed the capacity diagnostic of the General Inspectorate of Public Administration (IGAP) within the Ministry of Labor and Public Service that has an oversight role over this function and assures ex-ante and ex-post controls in the human resources management. The result of the diagnostic work and recommendations by a Human Resource management expert were presented and discussed at a workshop on August 6, 2012. The diagnosis proposed a new organizational structure for the IGAP and the job profile for controllers and inspectors. On the recommendation of the launching workshop, the EGTACB project procurement plan was revised in grouping the activities of the various components by relevant thematic area. This exercise led to some progress in the preparation of tenders. The status of the implementation is as follows: (i) Procurement System Reform: Concerning the support by EGTACB project to the Guinean reform of its procurement system, the revised TOR and the Contract addendum for further work related to the implementation of the reform (forms to guide bid evaluation and procedures manual, training modules) have been approved by the Bank. These TOR were submitted to the Consultant who confirmed his availability and sent his new technical and financial proposal. The Bank has already granted the no-objection. The contract is being reviewed by the consultant for signature and expected to enter into force at the end of May 2013. (ii) Procurement Training, Public Investment, M&E and Human Resource Management: Other activities in support of the Regulatory Authority for Public Procurement - ARMP and the National Directorate of Procurement - DNMP (technical assistance to units responsible for public procurement, preparation of an audit manual for procurement and training) were combined into a single contract proposal with those services intended to support the National Public Investment -DNIP, the National Directorate of Public Investment Programming - DNPIP, the National Directorate of Budget, the Department of Public Service, the IGAP and the Training Unit in the MoF. The TORs also integrate operations setting up a database of M&E, connecting IGAP Management System of HR data, interfacing the HR System of the Ministry of Labor and Public Service (MTFP – Ministere du Travail et de la Fonction Publique), the payroll and directory of the General Secretariat of the Government. The PIU is at the phase of evaluating the 22 proposals received after the publication of Request of Interest early April 2013. (iii) Special Investment Fund: Regarding the Special Investment Fund (SIF), the project is helping the authorities to establish the Technical Secretariat in support of the Executive Committee for the selection of projects applying for funding from the SIF. To this end, UCEP has prepared TORs for the Director and the 4 experts (civil engineering and public works, financial management, agriculture and social development). The positions have been advertised, and the recruitment is expected to be finalized by the end of June 2013. A draft text of the Decree on the functioning of the SIF was prepared in early April 2013 for the signature of the Minister of Finance. For an effective establishment of the Technical Secretariat the Government will provide office spaces before the end of the recruitment process and finalize the procedure manual. (iv) Biometric Census: The contract on advocacy and campaign for the biometric operation is under review by the Bank. This activity is scheduled to start early to mid-June 2013. For the biometric census of civil service, the shortlisted firms have already sent their proposals which are being reviewed by a committee by UCEP. (v) Civil Service Reform Strategy: The TORs for technical assistance to develop the strategy for the Civil Service reform, capacity building for HR and control through the IGAP Public Disclosure Copy were finalized and a request of interest published internationally. UCEP is assessing the responses received so far from the long list. (vi) Financial Management System and External Audit: The financial management system is up and running in a globally acceptable manner. Accounting is regularly performed on TOMPRO software and enables the automatic production of Financial Monitoring Reports. The M&E reports are submitted regularly, and a scorecard is being developed. The recruitment of the external auditor of the project is at the signature stage of the contract.
