Despite the slow implementation progress the attainment of the PDO indicators is on track. The project has completed the award of works and supervision contracts in two districts and procurement processes have commenced in the remaining two districts. This is a complex project with challenges of decentraliztion and terrain. Due to the Category A nature of the project the initially disclosed safeguard documents have to be updated and go another disclosure following completion of the detailed design. The detailed design and bidding document preparation for about 500 km of selected feeder roads in Rwamagana, Gisagara, Nyamasheke and Karongi Districts was completed in July 2015 and the updated safeguard documents are in porcess of approval district by district. The rehabilitation works contracts for Rwamagana and Gisagara districts were awarded in April 2016 and works commenced in June 2016 upon completion of the compensation exercise. The bidding documents for the rehabilitation and upgrading of selected feeder roads in Karongi and Nyamasheke Districts are at final stages of preparation and procurement of civil works will commence shortly. The Client organized and conducted several training sessions on (i) financial management for feeder roads development in January and March 2016; (ii) procurement, contract management and administration in March 2016; (iii) social and environmental safeguards; and (iv) Use of the Roughometer III, road condition survey device. The project has also recruited SPIU feeder roads engineers, the Procurement Specialist and the Financial Management Specialist/Accountant, who all commenced services from June 2015. The project has also recruited an Individual Consultant to provide technical assistance on contract management and administration, who started the service in February 2016. Additional Finance (AF). The feasibility studies for the AF districts started in February 2016 and is being finalized for Gatsibo district. For Nyaruguru and Nyagatare districts, surveys have been completed and interim reports in progress. The Consultant is conducting the inventory surveys, traffic count and social economic data collection in the remaining districts of Nyabihu and Rutsiro. The feasibility study is expected to be completed for all the five districts by end of July 2016. The SPIU has hired an ESIA Consultancy firm to conduct ESIA and RAPs for the selected feeder roads in five (5) districts. The the assignment started on April 5, 2016, the draft report was submitted on May 17, 2016 and the assignment is to be completed by August 15, 2016. The Safeguard documents duly approved by the Bank will need to be disclosed 120-days prior to approval date of the AF, which is currently scheduled for March 2017. DIME - is partnering with the Government of Rwanda and development partners to analyze the impact of the RFRDP on market functioning and household welfare. A Consultant firm is currently conducting household data collection in the 4 districts of Rwamagana, Gisagara, Nyamasheke and Karongi. Data collection in the districts of Gatsibo, Nyagatare, Nyabihu, Rutsiro and Nyaruguru started in June 2016. The impact evaluation will also utilize existing administrative data collected by the Government of Rwanda. Key Decisions 1) It was agreed during the mission that the SPIU will create a Feeder Roads Technical Department similar to the Financial Management, Procurement, and Safeguards departments already in the SPIU. This department will be headed by a Senior Local Engineer hired by the Project reporting to the Project Coordinator of the SPIU; and he/she would supervise all the project hired engineers, technical elements, and the preparation TAs, supervision TAs and contractors hired on project in support of the DPMTs. The department will be supported by a Technical Advisor TA to be procured under the project on a long-term intermittent support approach to ensure strengthened and streamlined technical oversight of the Project, which will be expanding from four (4) to nine (9) districts and more after the AF is approved. 2) Given the several landslides and flooding events occurred in the country during May 2016, the Bank team recommended that the project verifies if updates are needed for the roads design in Nyamasheke and Karongi districts to include specific attention to high risk zones and apply appropriate drainage system and robust soil erosion control measures.
