Spectrum Roadmap was completed. The project supported PTD to design the spectrum auction frameworks and procedures, and 2.6GHz spectrum auction was held successfully during the October 2016 implementation support mission in Nay Pyi Taw. Allocation of 1800 Mhz spectrum auction to mobile operators is completed. Spectrum monitoring system work will be completed in July, 2017. 2. Establishment of Myanmar Communications Regulatory Commission, an independent telecom regulator in Myanmar and associated amendments to other existing laws, have been prepared. After internal clearances within MOTC consultation process with various stakeholders has started. 3. Corporatization of Myanmar Post and Telecommunications (MPT). The mission recommended that the Government complete the corporatization of MPT by December 2017. 4. Development of Universal Service Strategy, Universal Service Fund Manual, implementation procedures and design of pilot programs: The contract with the consultant was signed and the work is under implementation. Draft strategy is under review by MoTC and after internal clearances, the consultation process on strategy should start in July, 2017 so that strategy is adopted by the government by September, 2017. Component 2 Extending Connectivity to Rural Areas ($10.6 million, about 35 percent of the total Project value), is the largest component of the Project. Under this component, the rural sites will be finalized in September 2017. 5. Development of Myanmar National Portal. The contract has been awarded. Official launch of the Myanmar National Portal is expected to be in December 2017. 6. e-Leadership. Training will be rolled out to parliamentarians , cabinet and senior government officials, as well as IT focal personnel in government agencies in August-September 2017. 7. The team is helping PTD by sharing best practice (international) to provide support during the process. Percentage of Spectrum Assignments Made within 30 days of Application. During the midterm review, the team discussed and agreed with PTD to prepare cost estimates and specifications for a robust spectrum management system by mid-August 2017, which will help to expedite spectrum assignments to meet the PDO target. Myanmar National Portal Operational. The contact ($1.6 million) between the MoTC and FPT, Vietnam, was signed in April 2017. The Myanmar National Portal is likely to be operational in December 2017. The ITCSD has to set up an interministerial committee and assign two full-time technical experts to work on the portal project.
