Progress has been made in the overall project implementation and is rated as moderately satisfactory. This includes: construction of several bridges, cordons, greenhouses, electric grids, irrigation pipelines is ongoing; amendments to the forest code have been prepared and widely consulted; forest 4/8/2021 Page 1 of 7 Public Disclosure Copy The World Bank Implementation Status & Results Report Integrated Forest Ecosystem Management (P151102) cadaster data for 39 Leskhozes were digitized and uploaded into the Forest Management Information System (FMIS-I) database; 95% of National Forest Inventory (NFI) fieldwork was completed, fire -fighting equipment were delivered to 28 Leskhozes, and 1000 ha of plantation completed. Following the changes of Government's structure in February 2021, forestry departments currently under the State Agency of Environmental Protection and Forestry will move to a new Forestry Agency under the Ministry of Agriculture, Water and Regional Development (MAWRD). The Ministry of Economy and Finance (MOEF) requested to the Bank a one-year project extension from September 30, 2021 till September 30, 2022. The mission assessed together with the PIU and MOEF that this extension is needed to utilize all project funds, complete all strategic investments, and achieve the PDO. Overall Comments PDO Overall rating for M&E is MS. The semi-annual and annual progress reports were submitted on time, but lacked information in certain areas, as well as analyses of challenges encountered, and actions to address these issues. Both reports have been revised and been accepted. Based on the current closing date September 30, 2021, the project will only achieve approximately 33,400ha or 21% of the land area where sustainable land management practices were adopted as a result of project interventions. Current projections indicate that the target of 160,000ha can be achieved within the project extension on the assumption that the PIU is able to complete contracts on time and to the standards required. Two other outcome indicators on institutional capacities increased and forest areas brought under management plans have been achieved. There are changes also in the other PDO indicators due to institutional arrangements and other expected to happen with forest agency moving to Ministry of Agriculture, Water And Regional Development. The PIU has updated the Results Framework based on the proposed extension, and currently again with the assumption that contracts can be completed on time and standard, targets can be achieved. As regards Citizen Engagement, the process for the preparation of Integrated Natural Resources Management Plans incorporated stakeholder (communities, user groups, pasture committees) engagement in the identification and selection of investments. Although Joint Forest Management Council (JFMCs) were established with community representatives, these have not been active in part due to delays in investments implementation and more recently due to pandemic restrictions. Once the GEMS approach to M&E is operational, it is planned that community representatives including JFMC members will be able to participate in reporting on program implementation and impacts. A virtual stakeholder consultation was held on the Forest Code amendments in October 2020 (41 participants with 11 women). An assessment of satisfaction with citizen engagement processes in the project is planned. TORs will be prepared by April 2021, with a firm to be contracted by June 2021. Initial results will be expected by August 2021. Results will be shared and reviewed with the Coordinating Council, as well through open meetings at Lezkhoz and municipal levels.
