No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. Progress towards the achievement of the Project Development Objective (PDO) and the overall project implementation progress have been assessed as satisfactory. During the life of the project, the commitment of the Government of Morocco (GoM) to achieve the project’s objective continued unabated. However, during implementation the project and its specific implementation modalities have become more ambitious, in part thanks to exposure to international best practices which was facilitated by the World Bank. 2. The PDO is to expand coverage of a unique identifying number (UIN) for the Moroccan population and foreign residents, and to improve the targeting of Social Safety Net (SSN) programs. To achieve the PDO and develop an accurate, inclusive, digital identification and targeting system, the project supports the development of three (3) key elements: a) A Social Registry (SR) for the gathering of socio-economic information from households to estimate the level of consumption per household member and, on this basis, identify the applicants who are eligible for SSN programs. The SR constitutes the first level of the universal social targeting system. Its objective is to improve the targeting of SSN programs, reduce fraud and error, including duplicate or ghost beneficiaries. b) A National Population Registry (NPR) for the accurate identification and digital authentication of individuals, which collects, registers, stores biographic and biometric identity data, and issues an UIN on demand called the Civil and Social Digital Identifier (Identifiant Digital Civil et Social, IDCS) for the Moroccan population (including minors and newborns) and the foreigners living in Morocco. Obtaining an IDCS is part of the application for SSN programs, though the number will also be optional for the rest of the population. c) A National Registry Agency (NRA) manages on behalf of the state the NPR and the SR enrolments as well as the effective use of both registers’ information to ensure a high level of protection and confidentiality of the collected data in compliance with the Moroccan data protection law (Law n° 09-08 of 18 February 2009) and the guidelines established by the Moroccan Data Protection Authority (Commission nationale de contrôle de la protection des données à caractère personnel- CNPD). 4 The World Bank Identity and Targeting for Social Protection Project (P155198) 3. The successful implementation of this strategic project includes the following significant achievements: a) All technical and legal prerequisites for rolling out the NPR, the UIN (IDCS) and the SR have been met . The Law 72-18 related to the implementation of the NPR, the SR, and the NRA was adopted and published in the National Gazette on August 13, 2020, and the council of ministers adopted three implementation regulations on the NPR, the IDCS, the SR, and the NRA during May-August 2021. b) All major procurement processes related to the NPR, the NPR System Integrator, the biometric services, and the development of the SR Management Information System (MIS) have been completed and contracts are either executed or under implementation. The MOSIP software was also delivered, tested, and incorporated in the NPR software by the Ministry of Interior (MoI). c) The SR Proxy Means Testing (PMT) scoring formula was updated and validated by the Inter-ministerial Steering Committee (IMSC) on June 10, 2021. Simulations show that the PMT scoring formula correctly identifies seventy (70) percent of the poorest quintile of the population, a marked improvement compared to the 2019/2020 performance of RAMED (30 percent) and Tayssir (47 percent). The scoring formula was updated by the High Planning Commission (Haut Commissariat au Plan-HCP) using the most recent pilot household survey (ENSR December 2019/March 2020). The preparatory work for the use of the new scoring formula by RAMED, Tayssir, DAAM, or their successor programs and any new Social Protection (SP) program (i.e., the announced Family Allowance (FA) Program) is also well under way. d) Complementary activities financed outside the project are also well advanced. These includes several activities financed either by the MoI or the European Union, including the digitalization of the Civil registry local offices, the development of communication campaigns, the development of the error and fraud system of the SR, and the operation of the data exchanges through the inter-governmental gateway. 4. On these solid foundations, the GoM will start piloting the NPR and the SR in the Rabat-Kenitra region, starting with the NPR from December 2021 to August 2022 and continuing with the SR during March 2022 to December 2022. The objectives of the NPR pilot are to: (i) assess the quality of the access of citizen to service centers; (ii) measure the pre-enrollment and enrollment functionalities of the application; (iii) test the functionality of the enrollment data upload link; (iv) receive and process enrollment data and data validation of the National Electronic ID Card (Carte nationale d’identité électronique-CNIE), the Civil registry and the Register of foreigners; (v) test the components of Data Center operations such as backup, replication, library, and application uptime; (vi) manage the life cycle of the IDCS number; (vii) integrate ecosystem partners and exchange data; and (viii) test the authentication features and the trusted service provider devices. As for the SR, the objectives of the pilot phase are to: assess the quality of the access of households to service centers and to SR portal; manage the lifecycle of scoring of variables; manage the life cycle of the scoring method and formula; measure the pre-registration and registration functionalities of the SR application; test the functionality of the scoring data collection and verification; integrate ecosystem partners (social programs, service providers for social programs, and scoring data verification providers) and exchange data; exchange and reconcile declared scoring data and those obtained from public and private third parties; test the SR components of Data Center operations such as backup, replication, library, and application uptime; test eligibility to social programs checks features; and check the errors and fraud detection functionalities. The pilot phase will allow the GoM to quickly identify issues and better calibrate the systems to maximize project impact and scale-up registration nationwide quickly and effectively during the expansion phase. After the completion of the first phase of the pilot, the national rollout of the two registries, supported by the extension of the project, will then start, with a special focus on the beneficiaries of the SSN programs. It is estimated that by the end of the first phase of the national rollout, on September 30, 2023, the NPR will have covered about 8 million individuals and the SR about 4 million individuals. 5 The World Bank Identity and Targeting for Social Protection Project (P155198) 5. The implementation of the three project components is progressing in a satisfactory manner: Component 1: Design and Development of an NPR with an UIN, and Establishment of a National Identity Agency (NIA). Investments totaling US$3.918 million have been engaged from the loan proceed to support the development, piloting, and the NPR national rollout (phase 1). Several legal, regulatory, administrative, and technical inputs have been completed, and the pilot phase of the NPR system is ready to be launched: a) An UIN generator was developed by the MoI in 2017 and has been used to attribute IDCSs to newborns since January 2018. Since the NPR was yet to be developed, the UIN generator was stored in the Civil registry MIS. Once the NPR and the NRA are operational, the same UIN generator will be used in both ID registries, the NPR, and the Civil registry. b) The attribution of UINs/IDCSs for newborns is well advanced, and the Project Development Objective Indicator (PDOI) number 1 related to the 266 thousand newborns receiving UINs can be achieved by the proposed extended closing date of the project. The process of attributing IDCSs to newborns started in 2018 in Rabat. It was extended to Casablanca in 2019 and is gradually expanded throughout Morocco, apace with the digitization of the Civil registry local offices (activity independently financed by MoI). As a result, at the end of 2020, this indicator reached 161 thousand newborns with IDCS attributed and inscribed on their birth certificates in the same year, bringing the cumulative number of IDCSs issued since January 2018 to over 400,000. c) The NPR Information System (IS) is ready for deployment and will attribute IDCSs to the rest of the population. Atos developed the IS, a System Integrator (SI) that incorporated (i) the core enrollment-deduplication- authentication software produced by the International Institute of Information Technology Bangalore (IIIT-B) as an open-source (the MOSIP project); and (ii) the biometric deduplication and authentication software provided by Idemia. d) Three PBCs with ten (10) indicators support this component. Three (3) indicators have been achieved and disbursed, while two (2) others have been achieved using a different modality than the one specified in the Loan Agreement. Of the remaining five (5) PBC indicators, two (2) intermediate indicators will be eliminated as part of the restructuring to shift resources towards the investment component, while two (2) final PBC indicators will be achieved within the loan extension period, and one will be revised and achieved during the extended implementation period. 6. Component 2: Design and Development of an SR. Investments totaling US$0.253 million have been engaged from the loan proceeds to support the SR’s development, piloting, and national rollout (phase 1). Progress on this component can be summarized as follows: a) Sub-Component 2.1. the Design and Development of the SR systems finances the SR IS, which covers all critical business functions of a registry. The NPR revised architecture led to a re-thinking of the scope of this component during 2018-19. Initially, the SR was thought of as an independent but interoperable IT system. Once the NPR design was finalized, the GoM considered creating an integrated NPR-SR system that uses shared infrastructure and services to save costs, improve administration, and enhance functionality while preserving the integrity, separation, and data protection of each system. To achieve this objective, new technical specifications were developed to reflect the new thinking, and as a result, a new procurement process was launched in 2019. The developer for the SR MIS was selected in the first quarter of 2021 and will deliver the MIS by March 2022. The pilot phase of enrollments of beneficiaries into the SR will commence end of March 2022 in Rabat-Kenitra, with the national rollout scheduled for January 2023. b) Sub-Component 2.2: Establishment of the Legal Framework (Law and Regulations) for the SR to Become a Functional Unique Entry Point for SSNs was completed with the adoption of Law 72-18 by the Parliament and 6 The World Bank Identity and Targeting for Social Protection Project (P155198) the approval of the Decree on the SR by the Council of Ministers in July 2021. The support for this sub- component has come primarily through PBC number 4, with three (3) indicators, all achieved and disbursed. In addition, the World Bank project team has supported the MoI with information about examples of the role, functioning, legislation, regulation of the SR in several countries such as Colombia, Chile, Turkey, and Georgia. c) Sub-Component 2.3: Transition of RAMED, Tayssir, DAAM’s Programs’ Beneficiaries into the SR in the Project Area has produced all critical inputs required for the launch of the SR pilot. A new scoring formula for the SR was developed, updated by HCP, and then validated by the project Steering Committee on June 10, 2021. This work contributed to the activities of sub-components 3.1 and 3.2 and the discussions with the Ministries and Agencies operating RAMED, Tayssir, and DAAM programs. The analytical work carried out by HCP was supported by the World Bank project team. It was financed by the Identification for Development (ID4D) Multi-Donor Trust Fund and a Trust Fund (TF) for the development and implementation of the 2019/2020 pilot household survey. d) PBCs 4 and 5 are supporting this reform through the achievement of 7 PBC indicators. Three (3) indicators have already been achieved and disbursed, and one has been achieved but is yet to be disbursed. Of the remaining three (3) PBC indicators, two (2) intermediate indicators are proposed to be eliminated to shift resources towards the investment component, while one final PBC indicator will be achieved during the new implementation period. 7. Component 3: Project Management, Capacity Building, and Monitoring and Evaluation (M&E). During the COVID-19 pandemic crisis, the Project Management Unit team has been involved in the design and the implementation of the Emergency Cash Transfer Program and the Vaccination campaign. The MoI’s engagement in these emergency activities provided some useful lessons that benefited the project. Furthermore, it is worth noting that these operations contributed to strengthening the capacities of the MoI team while working on the RAMED (Medical Assistance Regime) database and testing the reliability of the interoperability with other systems to implement a form of an SR for a large Cash Transfer program covering about 5.5 million households. In addition, an ID4D TF of US$150,000 helped to support the project implementation, including the organization of exchange workshop to take advantage of international best practices in terms of data privacy/data protection, implementation of the NPR and the SR, and the development of a M&E plan. A formal request from the Ministry of Economy, Finance, and Administrative Reform (MEFAR) to restructure the Project was received on June 9, 2021. The proposed restructuring aims to support the GoM in the operationalization of the NPR, the SR, and the NRA, and more broadly, the ongoing reform of the SP program to implement an efficient targeting tool within the SR. 9. Throughout implementation, the GoM has adopted a more ambitious version of the project, moving the NPR to the frontier of international good practice in terms of digital identification and the SR towards a modern, adaptive, 9 The World Bank Identity and Targeting for Social Protection Project (P155198) digital SR. The bolder vision aligns with the Principles on Identification for Sustainable Development.1 It was sparked by exposure to international best practices facilitated by the World Bank including high-level peer exchanges, the advice of the management consulting firm hired to define the strategy and the implementation plan for the NPR, and the decision to incorporate MOSIP, a state-of-the-art open-source ID system software (for enrollment-deduplication-authentication) developed by IIIT-Bangalore. 10. The main design changes introduced during project implementation compared to the original design as outlined in the 2017 PAD are detailed in the next section and broadly include: (i) A more accurate and inclusive NPR and UIN. In the project’s original design, the NPR was envisaged to be created through a back-end reconciliation of multiple databases with biographic and biometric information, including the CNIE and MASSAR databases, a database of foreign residents and eventually, digitalized civil register records. However, it was acknowledged that this approach could compromise the accuracy and inclusivity of the system, given the quality and coverage of these existing systems.2 Thus, the MoI adopted a new approach using fresh enrollment to reduce inaccuracies, ensure equal access across the population, and minimal data collection with biometric deduplication to achieve uniqueness within the system. The enrollment process will, therefore, be gradual, will take more time than originally envisaged, but it will be more accurate and inclusive. Moreover, it will allow for the incorporation of more people-centric and privacy-by-design features throughout the system. (ii) Advanced, versatile authentication and verification services. In addition to providing a trusted source of identity for the onboarding into the SR, the new NPR design incorporates services such as digital authentication and electronic “know-your-customer” (eKYC) services for the NPR and the SR beneficiaries. The new services contribute to extending the usefulness of the system and establish the basis for a modern, digital platform for citizens and residents to verify their identity in a remote and paperless form, which can be used across social programs (e.g., RAMED, Tayssir, or DAAM) and beyond. (iii) Adoption of open-source software to prevent vendor lock-in. Morocco will be an early adopter of the MOSIP platform based on a Memorandum of Understanding with IIITB, which provides a state-of-the-art, modular software with increased functionality and embedded privacy-by-design features. (iv) Deeper integration of the NPR and SR resources. This includes shared physical infrastructure (premises, hardware, data center, and communication lines) and an NRA that manages both registries. Initially, the project envisaged the creation of a NIA that will manage the NPR identity information. However, during the project implementation, the GoM expanded the agency’s mandate to include the SR. In addition, it extended the data protection and privacy arrangements to the management of the information in both registries since each registry contains personally identifiable information. (v) Initial focus of the NPR services on SSN programs and beneficiaries . During the implementation phase of the activities financed by the World Bank, the project will focus on covering the most vulnerable 30 percent of the population and support streamlining enrollment of SSN beneficiaries into the SR. (vi) Dynamic/Adaptive SR. Designing an SR which includes a scoring formula based on information that could be, in large, partly verified using existing Government or private databases (e.g., utilities) for increased accuracy, veracity, adaptability, and beneficiaries’ accessibility. 1 See the Principles on Identification: http://id4d.worldbank.org/principles. 2 For example, it was determined that these existing databases had inconsistent quality and data formats, including data in both Arabic and Latin alphabets, that was difficult to reconcile and would likely lead to substantial inaccuracies and data processing requirements. Combined with the fact that the existing system did not provide universal coverage across all age groups and demographics, by using the mixed data quality in the existing systems, the NPR ran the risk of propagating these inaccuracies and excluding a portion of the population. Furthermore, minimizing errors through demographic matching across these systems would require significant time and resources for manual processes and likely result in a less reliable NPR with more false exclusions and a longer response time in case of authentication. 10 The World Bank Identity and Targeting for Social Protection Project (P155198) 11. The project restructuring makes this project more forward looking and consistent with a broader GoM’s strategy to implement an ambitious SP Reform announced in 2020 as a response to the COVID-19 crisis, offers more functionalities for the NPR and SR, and will facilitate the administration of the SSN programs while requiring additional time and investment. The new approach for the creation of the NPR and the SR has had an impact on the initial design, including (i) the architecture of the system, which requires hardware, software, and processes for registration and direct collection and processing of beneficiary’s data; and (ii) the implementation schedule, which would need to be extended due to the nature of a large-scale enrollment campaign. In addition, the issuance of the new IDCS through active enrollment of the population reduces the size of the population that can be reached in the early years while keeping the focus on enrollment of the poorest and more vulnerable segments of the population to serve them better. At the same time, the fresh enrollment, addition of digital services to the registries, and pro-inclusion policies will reduce the cost of using the services for the Moroccan people and the probability for these vulnerable groups to be excluded.3 12. The restructuring is therefore needed to align the project activities and outputs to the updated strategy and methodology to ensure the achieving of the project’s objectives. 13. The project has also been subject to several delays compared to the initial planning. As a result, the original project closing date will be extended to achieve the PDO. The development of the legislative framework took additional two years to be finalized than initially planned. The start of important investments for the development of the NPR and SR was postponed until the adoption of the legislative framework by the Parliament. The complexity of the NPR contract4 contributed to increasing delays. Moreover, the validation of the scoring formula, based on a new survey carried out by HCP, took longer than originally envisioned. The COVID-19 shock slowed the pace of the implementation and caused the postponement of the start of the pilot because of the MoI team’s strong involvement in the organization of the emergency cash transfer program. However, the development of the NPR and SR proceeded unabated, and allowed the design of more performant registries. Considering these delays, the project’s current closing date would need to be extended to achieve the PDO and the PDOIs, including a recalibration of PDOI2. II. DESCRIPTION OF PROPOSED CHANGES 14. The proposed restructuring will further support the implementation of the building blocks of a modern safety net and ensure that the project will continue supporting the operationalization of the NPR and the SR. The changes to be introduced will entail (i) extending the current project closing date by 21 months; (ii) revising PBC 2 (Population (6 years and over) for which an IDCS has been assigned in the project area); (iii) streamlining the results framework; (iv) reformulating, revising, or eliminating some PBCs, namely PBCs 1.2, 1.3, 1.4, 5.2, and 5.3; (v) reallocating the project funds between disbursement categories; (vi) adjusting the current project costs; (vii) amending the verification protocol to record the IDCS numbers issued by the UIN generator integrated into the NPR and/or the Civil registry; and (viii) revising the current Eligible Expenditure Program (EEPs). 3 For example, the GoM is undertaking extensive piloting, evaluation, and auditing of biometric technologies and end-to-end processes to ensure that systems are calibrated to reduce instances of false exclusion and provide robust exception handling and grievance redress mechanisms. Enrollment for the NPR will be provided through multiple modalities—including mobile and online applications and through a dense network of 2100 Citizen Service Centers nationwide—to increase convenience and reduce cost barriers. Digital authentication and e-KYC services will be flexible, on-demand, privacy-protecting, and tailored to meet the needs of different groups and programs (e.g., making biometric-based authentication an option for low-literacy people who have difficulties with personal identifications numbers). 4 It took the MoI and the NPR Firm (IDEMIA) a few additional months to renegotiate the contract scope and agree on taking out the biometric deduplication functionality. 11 The World Bank Identity and Targeting for Social Protection Project (P155198) 15. The rationale for each of these changes is outlined below. a) Extension of the project current closing date. The proposed extension of the closing date by 21 months from December 31, 2021 to September 30, 2023, is needed to enable the implementation of project activities to make up for the slowdown in implementation due to the COVID-19 crises, take into account the new strategic orientations of the project, and respond to the needs of the ongoing SP reform. The ongoing SP reform will change the existing SP programs, and more specifically, RAMED and Tayssir programs. The RAMED beneficiaries will be integrated into the new universal health insurance system (Assurance maladie obligatoire -AMO) starting January 2022. The Tayssir program would be replaced by the new Family Allowance program starting 2023. Within the ongoing SP reform, the SR is needed for identification, enrollment, and scoring. This 21-month extension of the current closing date of December 31, 2021, will allow the project to meet its objective of establishing a SR as a unique point of entry for SSN programs and supporting the delivery systems of the new programs. b) Streamlining of the results framework. It ensures that the SR formula is used to score the applicants of RAMED, DAAM, Tayssir or their successor programs over and above the pilot phase (estimated at 500,000 people enrolled) for an additional 3.5 million people. The MoI had made significant progress in the deployment of the IDCS identifier for newborns, reaching a cumulative total of 330,000 identifiers assigned to children since January 2018 and exceeding the annual targets set for PBC 1.2 (47,000 for a period of 12 months) and PBC 1.3 (113,000 for a period of 12 months). However, these PBCs have not been achieved according to the modality initially specified in the verification protocols: the IDCS number is issued by a unique number generator (IDCS software), included in the Civil Registry, and printed in their birth certificates, as the NPR was not yet developed. The IDCS software will also be integrated into the NPR during the enrollment and will be used to attribute UINs. As part of the restructuring, the verification protocol will be changed to recognize the IDCS numbers issued by the UIN generator integrated into the NPR and/or the Civil registry; and will change the period of accounting for the indicator from “calendar year” to “over 12 months,” to allow for a more flexible achievement schedule. The restructuring would also include a new deadline for the achievement of PBC 1.5 (266,000 newborns were assigned an IDCS). The related PBCs 1.2 and PBC 1.3 would be completed after the restructuring, while PBC 1.4 (206,000 newborns were assigned an IDCS) will be eliminated after the restructuring. • PBC 2: Population (6 years old and above) for which an UIN has been attributed in the Project Area. The strategic and operational orientations of the project require revising the target value and amount allocated for the PBC 2. The original target values of the associated PDOI were 26 million6 (estimated for year 5 of project implementation) and 25 million (estimated for year 4 of project implementation). The targets’ downward revision results from the adoption of a new approach to create and generate IDCS numbers from merging existing databases for the active enrollment of individuals. This approach contributes to reducing the number of individuals that can be enrolled by September 2023 to about 8 million individuals, of which 7 million will be 6 years and above. As mentioned in paragraph 10 (points (i) to (v)), the reduction in the quantitative target is compensated by an increase in the quality of the IDCS numbers that are generated. The current approach sets up a more accurate and inclusive IDCS number and NPR, with new functionalities of digital authentication, eKYC and verification services, and better integration into the SR. The NPR and IDSCS initially focused on the most vulnerable part of the population (the beneficiaries of SSN programs). This new PBC 2 will have a target of 7 million individuals (6 years and above) enrolled, and a value of US$4 million. • PBC 3: NPR, UIN and NIA legally established and operational. The review of PBC 3 has shown important progress in the approval and adoption of the legal framework related to the NPR, the UIN, and the NIA with the publication of Law 72-18 and its application decrees. However, the achievement of the PBC 3.3 (NIA has been established and is operational) has been delayed compared to the initial plan. The restructuring would include a new deadline for the operationalization of the agency while transitional measures have been set by the MoI to ensure a rapid start of the implementation of the NPR and the SR. • PBC 5: Share of the new applicants to RAMED, DAAM, and Tayssir programs registered in the SR. A review of PBC 5 was carried out to take into account the new SR deployment strategy and the overhaul of social programs (RAMED, DAAM, and TAYSSIR) within the ongoing SP reform. The PBC 5.1 was technically achieved, and a new PMT formula was validated by the IMSC on June 10, 2021. The proposed restructuring will eliminate two intermediate results yet to be disbursed: PBC 5.2 (40 percent of new RAMED, DAAM, and TAYSSIR applicants, during a year, are registered with SR (including 45 percent Female) and PBC 5.3 (80 percent of new RAMED, DAAM, and TAYSSIR applicants, during a year, are registered with the SR (including 45 percent female). To conduct these verifications, the DSIC will: (i) establish annually the list of BECs that has the UIN generator software operational and integrated into the information system of the Civil Register’s central repository and able to request and recover the UIN. This list will have to be sent to the IGAT no later than 3 weeks before the beginning of the verification mission; (ii) establish and communicate to the IGAT a depersonalized database, by gender, of the newborns with UINs from the Civil Registry’s central repository and/or the NPR; (iii) and ensure the proper functioning of the modules for monitoring of Civil Register and/or of the NPR to allow the identification of newborns for whom a UIN was attributed and the verification of the accuracy of the data. At the end of verification mission, the IGAT will send to the World Bank the report of the mission of verification, showing the audits carried out and the results of the verifications mentioned above. The World Bank will participate in demonstration sessions of the operational systems and in interactive presentations of the interfaces and dashboards of the Civil Registry’s central repository and/or the NPR, during which the World Bank would request to consult, on-site, the database to produce descriptive statistics and summary tables related to the achievement of the PBC and to ensure the quality of the information on newborns in the NPR. To conduct these verifications the DSIC will: (i) establish a depersonalized database of unique individuals in the NPR with a UIN. This data will need to be extracted from the NPR and communicated to the IGAT no later than 3 weeks before the beginning of the verification missions; (ii) ensure the proper functioning of the NPR monitoring module that allows the identification of the people for whom a UIN was attributed and the verification of the accuracy of the data. These adjustments are made by the HCP, in close collaboration with the World Bank; and (vi) the Scoring formula and questionnaire are acceptable to the HCP and the World Bank, and validated by the IMSC. At the end of verification mission, the IGAT will send to the World Bank: (i) the report with the simulations based on the High Planning Commission - Haut Commissarit du Plan - HCP) 2014 household survey (verification point 1); (ii) the depersonalized database of the test surveys (survey financed by the project in 2017); and (iii) the verification report with Procedure the test based on a representative sample of beneficiaries of RAMED /DAAM/Tayssir (verifications (ii), (iii) and (iv)). To conduct these verifications, DSIC will: (i) establish and send to the IGAT, no later than 3 weeks before the beginning of the verification missions, a depersonalized database, by gender, from the SR and from new applicants to RAMED and DAAM programs; (ii) the Ministry of National Education will establish and send to the IGAT, no later than 3 weeks before the beginning of the verification missions, a depersonalized database, by gender, of Tayssir. To conduct these verifications, the IGAT will ensure the technical quality of (a) the depersonalized data; (b) the process of updating and feeding the databases; (c) the IT processes; (d) the monitoring interfaces; and (v) the dashboards of the information system. PBC 5.1: US$7m: The questionnaire and the proxy means test formula of the SR have been validated by the IMSC after testing them on a representative sample of beneficiaries of RAMED and Tayssir programs Description PBC 5.2: US$2m: The SR has been piloted and its scoring formula used to score the new applicants to RAMED, DAAM and Tayssir programs (or their successor thereto) has a simulated targeting accuracy of over 65%. PBC 5.3: US$2m: The SR is operational and at least 4 million of new applicants to RAMED, DAAM and Tayssir programs (or their successors thereto) have been registered in the SR.
