To date, overall good progress has been made with regard to DLI 1 (Capitalization of the Disaster Management Fund - DMF), DLI 2 (national disaster risk financing strategy), DLI 3 (strategy for creation and strengthening of local DRM committees), DLI 4 (Strategy for the establishment of integrated information and EWS), and DLI 5 (technical norms for climate-resilient education infrastructure) as well as in the implementation of critical activities of Program Action Plan and the Technical Assistance. There have been significant advances towards the completion of the implementation of activities conducive to the achievement of results for year 1 for DLI 6 (assessment of the vulnerability of education infrastructure) whose results will be achieved by July 2022. The current disbursement rate is 37.56% (US$ 35.93m) out of US$96 million, of which US$ 22m for achieved results of DLI's 1 and 5, US$11.66m for advance payment, and US$2.51m for the IPF component). Implementation progress by results area is as follows:  Results Area 1: The cumulative result of year 3 for DLI 1 (disbursement of government contribution of a minimum of 0.1% of State budget of 2021, and implementation by INGD of all recommendations of audit of the DMF for the year (2019) has been achieved, and independent verification completed by the Administrative Court. For year 4, Government has already allocated MZM 288.5 million to the Disaster Management Fund and the allocation of the remaining portion to complete 0.1% of the State budget for 2022 will be completed by July 2022. For DLI 2, the National Disaster Risk Financing Strategy (the result of year 1 for DLI2) was approved by Cabinet on June 28, 2022. The broker has been hired by Government and the risk transfer product (result for year 3) is expected to be contracted in September 20222.  Results Area 2: The assessment and strategy for the establishment of functional local DRM committees (a result of year 1 for DLI 3) was approved by the Government on June 27, 2022, and the creation and strengthening of committees are expected to start in August 2022. For DLI 4, the result of year 1 was achieved as the strategy for the establishment of integrated information and early warning system was approved by Government in April 2022 and the decree approving the setting-up of the platform for EW information sharing and Standard Operating Procedures (SOP) for formation sharing between INGC, INAM, and DNGRH (the result of year 1) was approved early June 2022, and the EW information flow system (the result of year 2) is expected to be operational by end of December 2022 to simultaneously reach 700,000 people (result of years 3 and 4).  Results Area 3: The Ministerial Diploma adopting technical norms for climate-resilient education infrastructure (a result of year 1 for DLI 5) was adopted and published in the national gazette in October 2021. The assessment of the vulnerability of education infrastructure in cyclone-prone areas (a result of year 1 for DLI 6) has been completed for 5,000 classrooms; 2,900 classrooms were selected and respective detailed designs prepared; the assessment of the remaining 100 classrooms to complete the 3,000 classrooms under the Program will be finalized by end July 2022.
