Two (02) out of three (03) development objective indicators were achieved: 1)the median time between the issuance of T1s for declarations under the transit regime at the Port of Lomé and their clearance at Cinkassé and 2) the average variation transit time between the Port of Lomé and Cinkassé. The 3rd indicator is yet to be achieved. The focus of this supervision if to take stock of progress in implementing the recommendations from the previous mission and the issues flagged in the last ISR. The team will as assess the likelihood achieving the 3rd PDO level objective and remaining key activities before project closure in June 2022. The mission will assess the impact of these delays and explore various options for catching up including a possible extension if it is justified. Finally, the team will assess the most pressing risks and discuss mitigation measures in light. The main risk that could compromise the achievement of the development objective of the project is the non-achievement of the indicator relating to the compliance of transport companies with the new legal and regulatory framework due to delays in the adoption of the law on road transport and auxiliary professions as well as the delay encountered by UNOPS in the procurement of key equipments preventing planned capacit building 12/21/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Trade and Logistics Services Competitiveness Project (P158982) activities and the operationalization of the training center for road transport. The safeguards risks have continuously been monitored and addressed since the previous mission. As of November 30, 2021, the overall disbursement rate for the project is 74.30% against 62.7% as of April 30, 2021. As of November 30, 2021, the overall budgetary consumption of the project is 7,683,890,567 CFA francs with commitments amounting to 1,607,136,059 CFA francs, or an overall budget execution of 83%. The budget execution of the 2021 AWPB is 88.6%.
