Since June 2022, the projects implementation status is on track to achieve the PDO. The Additional Financing in the amount of US$3 million was approved by the World Bank Board of Directors on July 28, 2022 and became effective on November 10, 2022. Therefore, the activities planned to be implemented under the Additional Financing will be implemented until the planned project closing date of August 31, 2023. Component 1: Statistical recovery, rehabilitation of physical infrastructure, professionalization and modernization of ICASEES: Sub-component 1.1: Statistical recovery, data archiving and dissemination. This activity is completed, the archived databases are accessible to the public through NADA platform. The databases are accessible at the request of users and researchers until they are completely anonymized. Sub-component 1.2 - Rehabilitation of physical infrastructure. The activities under this component include, the extension works of the ICASEES building. For this, a contractor is being hired to conduct the works and an architect will be hired as part of the ICASEES to supervise the activity. The work is planned to be started during the second half of January 2023. In Addition, the recruitment of an environmental and social specialist consultant is planned to be finalized by end December 2022. Sub-component 1.3 - Professionalization and modernization of ICASEES. This activity is completed. The relevant texts and documents have been prepared and/or updated, such as, the National Strategy for the Development of Statistics (NSDS) for the years 2021-2025; the ICASEES quality control manual; procedure manual; Performance-Based Financing (PBF) Manual; and data dissemination policy. The capacity building plan for ICASEES staff; the safety manual for ICASEES staff and consultants were also developed. The statistics law and the ICASEES statute were revised, and the national statistics council is now established and ICASSES board of directors is operationalized. Sub-component 1.4 - Revision of the Consumer Price Index (CPI): All activities under The Trust Fund for Statistical Capacity Building (TFSCB) were completed. These activities comprised of supporting: (i) the short-term internet connectivity, (i) the revision of the Consumer Price Index (CPI), published in September 2020. (ii) the recovery of lost data sets, restoring the library (digitally), documents preserved during the 2012 crisis have been scanned, indexed, and made available on‐line, and (ii) The implementation of NADA plate form to make available on‐line the recovery of lost data sets, restoring the library. The financing amount allocated under The TFSCBF was fully disbursed and the RETF was closed on October 15, 2020.    Component 2: Data collection, production and dissemination The main additional financing activities in component two focus exclusively on sub-component 2.1. In particular the improved map of fourth population and housing census (Quatrième Recensement Général de la Population et de l'Habitat, RGPH 4) and the revision of national accounts.   Sub-component 2.1 Data collection using a PBF approach  Digital census cartography: The data collection for digital census cartography progressed well, 143 municipalities out of 179 have already been mapped. The divisions of municipalities into Enumeration Area (EA) are in progress, the cutouts of 140 EAs out of 143 have been completed. Additionally, certain progress has been made to cover the remaining EAs, namely: (i) the preparation of the deployment of mapping agents, (ii) the preparation of logistics (tablet and other equipment necessary for field activities).  During the last ISM, a United Nations Populations Fund (UNFPA) mission was underway to ICASEES to update the census project document. The World Bank team took the opportunity to discuss with the mission the priority activities likely to be carried out over the coming three months (January – March 2023). The list of activities have been proposed to ICASEES and an implementation strategy has been agreed with the task team.  Household living conditions survey: Data Collection was completed in December 2021; data cleaning was completed in February 2022; the beginning of the analysis for government report was delayed because it took time in cleaning the data on Internally Displaced Persons (IDPs) living in camps took longer than expected and was not completed until June 2022. Nevertheless, the World Bank team has received the data, and will stabilize the consumption aggregate and national poverty line, based on the survey report by end December, 2022. The World Bank team will also work with ICASEES to produce a short poverty note to help the government publish the headline poverty figures by January 2023.  Annual Agricultural Surveys. The data collection was completed in February 2022, with a coverage rate of 92 percent. The report has been written and the internal validation of report has been developed by Minister of Agriculture. The results will be published in January, 2023.  Communal Monographies Survey: Two planned rounds of this survey were completed in 2018 and 2019 respectively. This survey is an essential tool to assess the progress made in the implementation of the national development plan. The data helps to inform immediate government decisions, especially those that can directly impact social contracts. The local development index is calculated from the data of this survey and makes it possible to measure the communal performance.  Revision of National Accounts: There is progress under this activity. These include : (i) the pre-arbitration of the main operations; (ii) supply-use balances and branch accounts; (iii) the transversal analysis of the data, making it possible to highlight the inconsistencies of certain productions in regards to their uses. The next steps to finalize the activity would consist of hiring an international consultant to: (i) finalize the analytical work on the revision of accounts of the base year 2019 in the areas of supply and use tables, and Inter-industry trade tables; (ii) conduct peer review on the quality of works by institutions involved in the national accounts system namely the Economic Commission of Africa (ECA), the International Monetary Funds (IMFs) regional technical assistance center for Central Africa , (centre régional d’assistance technique pour l’Afrique centrale, AFRITAC Centre) and the Economic and Statistical Observatory of Sub-Saharan Africa (AFRISTAT) and (ii) take into account the peer review to finalize, publish, and archive the national accounts. 1/22/2023 Page 2 of 7 The World Bank Implementation Status & Results Report Data for Decision Making (P160717) Sub-component 2.2: Technical assistance to improve and modernize data production and dissemination. This activity is completed. The ICASEES, did not have the competence to use Computer Assisted Personal Interviewing (CAPI) in the past, however the project strengthened the capacity of ICASEES staff in this area enabling the implementation of all the survey activities under Component 2 using the computerized systems. This sub-component made available to ICASEES: technical assistance (specialists) to facilitate methodological innovations and operational improvements and peer-to-peer learning with their counterparts in Mali and Burkina Faso, respectively, to prepare for the revision of CPI and National Accounts. In addition, this sub-component helped stimulate the analysis and dissemination of data by updating the Integrated Maintenance Information System (IMIS) and the Retrieval of census DATA for small Areas by Microcomputers (REDATAM). The project supported the strengthening of the interactive dissemination of data through this platform in addition to the NADA system. This will allow users to create their own tables from survey databases.
